Đoàn Văn Chì, Deputy Secretary of the Party Committee and Deputy Director of the provincial Department of Culture, Sports and Tourism, said the 5th Party Congress of the Department, for the 2025-2030 term, is expected to take place in May 2025. To ensure thorough preparation, the Party Committee has issued a plan to organize the Party cell congresses for the 2025-2027 term and the Department’s Party Congress for the 2025-2030 term. Three subcommittees have been established: the Documents Subcommittee, the Personnel Subcommittee, and the Dissemination, Protocol and Logistics Subcommittee, with specific tasks assigned to each.

The Party Committee selected the Party Cell of the Center for Culture and Cinema to host a pilot congress to draw lessons for the remaining cells. By March 1, 100% of the Party cells had successfully organized their congresses for the 2025-2027 term.

Regarding the preparation of documents for the 5th Congress, the Party Committee of the Department adopted the motto: “Solidarity - Democracy - Innovation - Creativity, building a clean and strong Party organization.” The draft political report and the self-review report by the Executive Committee have been mostly completed. After the final round of feedback, the Party Committee will direct the Documents Subcommittee to revise and finalize the draft reports before submitting them to the Party Committee of the provincial People’s Committee for approval.

Presentations for the congress have been assigned to several Party cells and individuals for preparation. The agenda and scenario of the congress are being finalized by the personnel organization unit. The cultural program and documentary to be presented at the congress have been assigned to the Center for Culture and Cinema. The personnel plan has also been completed. Those nominated and introduced are outstanding individuals with strong political integrity, moral qualities, competence, and qualifications that meet the demands of the new phase. It is expected that the 5th Party Congress of the department will elect 15 members to the Executive Committee and 5 members to the Standing Committee for the 2025-2030 term.

Recognizing that propaganda work is a key task contributing to the success of the congress, the Party Committee has directed the enhancement of communication through various forms such as: mobile film screenings in grassroots areas, mobile loudspeaker vehicles, public loudspeakers; LED screens and electronic boards at the central bookstore; banners, posters, slogans, and flags; and on mass media platforms and social networks. During the congress, a photo exhibition titled “The Party Committee of the Department of Culture, Sports and Tourism of Điện Biên province - Outstanding Achievements” will be organized, featuring more than 100 photos. A book display and introduction area will also be set up at the congress venue.

Additionally, the department has launched a special emulation movement to celebrate the Party congresses at all levels for the 2025-2030 term and the 6th provincial Patriotic Emulation Congress (2025-2030). This aims to further promote the emulation movement across the entire sector, create an extensive political engagement within the organization, and strive to complete, and even exceed, the cultural, sports, and tourism development goals for the 2021-2025 period.
