However, the number of workers benefiting from these policies remains limited compared with actual demand. To make effective use of available support, the province needs to step up outreach so workers can access information, benefit from assistance programs, and explore safe and sustainable overseas employment opportunities.
Overseas employment under contract is one way to create jobs, increase incomes and contribute to sustainable poverty reduction. However, upfront departure costs, occupational qualifications, foreign-language proficiency and recruitment requirements remain barriers for many workers. Support policies therefore play an important role in easing financial burdens and helping workers better prepare for employment abroad.
Under the 2025 Law on Employment, Decree No.338/2025/ND-CP and the Law on Vietnamese Workers Working Abroad Under Contract, workers taking up overseas employment under contract are eligible for two main forms of support: preferential loans and financial assistance for expenses.
Regarding credit support, workers who have signed valid contracts with licensed service enterprises or public service units responsible for sending workers abroad may obtain loans from the Vietnam Bank for Social Policies of up to 100% of their total pre-departure expenses. The maximum loan term may not exceed the duration of the employment contract. This funding helps address financial difficulties faced by workers who wish to work abroad but come from households with limited economic means.
Workers may also receive assistance with vocational training, occupational skills development and foreign-language training, as well as meals, accommodation, living expenses and travel costs during training, in accordance with regulations. Eligible groups include people with meritorious service to the revolution and their relatives; ethnic minority people and members of poor or near-poor households; people whose land has been acquired; those who have completed military service or service in the People’s Public Security forces; and young volunteers and young intellectual volunteers who have completed their assignments.
Implementation results show that since 2025, a total of 81 workers across the province have received support under the overseas employment program, with total funding exceeding VND 6.9 billion. Workers have mainly taken up jobs in South Korea, Japan, Bulgaria, Russia and China, among other countries.
Lê Đình Tuyên, Deputy Director of the Department of Home Affairs, said that although the number of workers taking up overseas employment under contract had shown positive progress, it remained low compared with the local workforce and demand for better-paid jobs. The number of workers receiving support under the relevant policies was particularly limited, accounting for only about one-quarter of all workers employed overseas under contract.
He attributed this to the province’s vast territory and difficult travel conditions, which have made outreach and dissemination of legal information insufficiently regular and widespread despite ongoing efforts. Some residents also have limited understanding of eligibility requirements, application procedures and available support, while some applications fail to meet regulatory requirements.
To address these shortcomings and improve the implementation of overseas employment support policies, the province will step up outreach through a range of approaches tailored to different groups, particularly in especially disadvantaged areas. It will provide clear information on overseas labor markets, recruitment requirements, workers’ rights and obligations, and available financial assistance.
The province will also strengthen coordination with licensed enterprises to expand recruitment opportunities at the grassroots level and prioritize training and skills development before workers leave for overseas employment. In addition, it will ensure that support funding is available in full and disbursed on time, proactively combine resources from other programs, and mobilize businesses to participate in providing assistance. These measures aim to ease pressure on the state budget while expanding opportunities for workers.
