Driving force for industrial development

At the 2026 International Investment Promotion Conference, the provincial People’s Committee awarded 20 investment approval decisions with total investment capital exceeding VND 7,500 billion, concurrently awarding 6 memorandums of understanding on investment cooperation with total committed capital exceeding VND 12,000 billion.

Among the sectors where Điện Biên province focuses on attracting investment, industry is expected to create sharp transformations through the formation of industrial parks and clusters, step-by-step building centralized production premises and creating conditions for enterprises to expand operations.

The Thanh An Industrial Park project is planned with a scale of over 104ha in Thanh An commune. At the recent investment promotion conference, the provincial People’s Committee awarded the investment approval decision for the Thanh An Industrial Park project to Hòa Phú Joint Stock Company. The project is expected to create additional space for industrial development, attract manufacturing and processing enterprises, and contribute to effectively exploiting local resources and advantages.

According to Hà Duy Tín, Chairman of the Board of Directors and Director of Hòa Phú Joint Stock Company, Điện Biên possesses massive potential regarding agricultural raw material zones, such as coffee, macadamia, and medicinal herbs. However, operations primarily stop at pre-processing and exporting raw materials, failing to generate commensurate added value. Based on this reality, the enterprise expects Thanh An Industrial Park to become a favorable location to develop agricultural produce storage, preservation, and deep processing operations, contributing to elevating product value and expanding export markets. Its geographical location bordering Laos and China also opens opportunities to connect supply sources and markets, attracting processing enterprises from regions with industrial strengths.

The potential for renewable energy development serves as the foundation for the enterprise to expect the progressive formation of an agricultural production and processing ecosystem intertwined with supporting industries and green energy. Currently, Hòa Phú Joint Stock Company has signed a commitment with the provincial People’s Committee regarding the schedule to commence construction in the first quarter of 2027 and complete it in the fourth quarter of 2027, creating conditions to attract secondary investors.

Alongside Thanh An Industrial Park, the Thanh Yên 2 Industrial Cluster project invested by Duyên Hùng Co., Ltd. also unlocks new expectations for local industrial development. The project has a total investment capital exceeding VND 268 billion, spanning a scale of 30ha, aiming to form a centralized production premises, creating conditions to attract enterprises and expand production and business activities.

Lưu Công Ruyên, Director of Duyên Hùng Co., Ltd., stated: “Immediately upon receiving the province’s approval, the enterprise determined it must accelerate infrastructure investment progress, early inviting secondary investors to Điện Biên. The objective is not only to develop the project but also to contribute to stimulating the local economy and creating jobs for laborers.”

At the conference, the two infrastructure investors of Thanh An Industrial Park and Thanh Yên 2 Industrial Cluster signed memorandums of understanding with 5 secondary investors, with total registered capital of nearly VND 2,000 billion, expected to create employment for nearly 2,000 local laborers.

Expanding connectivity, harnessing cross-border advantages

Not only geared toward attracting domestic resources, the Conference also opened opportunities to strengthen international cooperation between Điện Biên, Yunnan province, and Luang Prabang.

Nguyễn Quốc Ngũ, Chairman of the provincial Young Entrepreneurs Association, stated: “The 2026 International Investment Promotion Conference has opened up many new opportunities for Điện Biên to attract investment resources. Before, during, and after the conference, many enterprises visited the locality to survey and explore potentials and cooperation opportunities. Several businesses from China, Laos, and Thailand proactively contacted the provincial Young Entrepreneurs Association to seek investment opportunities across multiple sectors. This is a positive signal, establishing a premise for Điện Biên to expand international cooperation, attract resources, and effectively exploit local potentials and advantages.”

With a location bordering two nations, Điện Biên possesses conditions to connect trade, develop logistics, processing industries, and tourism. Within this, the province emphasizes border-trade economic development, facilitating smoother goods circulation, expanding markets, and enhancing regional economic cooperation.

Following the conference, during a meeting with leaders of Điện Biên province, Comrade Vương Quần, Chargé d’Affaires ad interim of the Chinese Embassy in Việt Nam, evaluated that Điện Biên holds an important strategic position and possesses vast developmental potential and advantages, especially in agriculture, tourism, and renewable energy, offering substantial headroom for both sides. The Chinese Embassy in Việt Nam will continue to support connections and introduce Chinese enterprises and investors to Điện Biên to explore cooperation opportunities, prioritizing agricultural processing and energy sectors. It will strengthen coordination with the province in linking, promoting, and developing tourism products, thereby fostering people-to-people exchanges, expanding cooperation, and generating developmental momentum for both localities.

Tourism is a sector that Điện Biên province focuses heavily on promoting, particularly through connecting cross-border tours and routes. Travel agencies from Việt Nam, China, Thailand, and Laos signed memorandums of understanding to connect the Yunnan - Điện Biên - Laos - Thailand tourism route. This presents an opportunity for Điện Biên to expand its international tourist market, connect regional destinations, and build transnational tourism itineraries. It unlocks prospects for increasing visitor volumes, prolonging stays, stimulating service consumption, and creating additional outlets for local cultural and agricultural products.

Nguyễn Thị Thanh Chuyên, Deputy Director of the Điện Biên Department of Culture, Sports and Tourism, stated: “In the coming time, the province will focus on developing distinctive tourism products tethered to history, culture, ecology, and ethnic identity experiences. We will accelerate linkages with domestic and international localities to form highly attractive tours and routes, increasing connectivity and retaining tourists.
