Firmly keeping track of each citizen, organizing rigorous examinations, and managing sources post-screening serve as the foundation to select youth fully qualified to fulfill their obligation to defend the Fatherland.
Recently, at the Sam Mứn commune Health Station, 88 young men participated in preliminary health screenings for the 2027 military service. Many who were working far away arranged their work to return to their locality for the screening, reflecting the sense of responsibility among youth in executing their civic rights and duties.
Citizen Vừ A Phánh, from Ca Hâu village, Sam Mứn commune, expressed: “I determined that participating in the screening on schedule and honestly declaring my health status is my responsibility. If qualified for enlistment, I am ready to depart. I wish to train in the military environment, learn to live with discipline, overcome hardships, and take responsibility for assigned tasks.”
To encourage youth to proactively fulfill their obligations, local mobilization efforts are tethered to specific circumstances, addressing the concerns of citizens and their families. Consensus from families helps youth feel secure in settling work arrangements, complying with screening requirements, and preparing for subsequent steps.
Major Đặng Ngọc Tú, Political Officer of the Sam Mứn commune Military Command, stated: In mobilizing youth for military service, the locality has prioritized communication, listening to sentiments and aspirations, and resolving the concerns of citizens and families regarding the selection process, entitlements, and responsibilities upon enlistment. For youth working far away, the locality announced the screening schedule early so citizens could proactively arrange time and work to return and participate compliantly. Coordinating with families in communication and encouragement has helped youth feel secure, voluntarily abide by screening procedures, and mentally prepare for departure when qualified.
In Pú Nhung commune, preparations commenced with reviewing citizens of eligible age, formulating plans, and assigning tasks to members of the Commune Military Service Council.
According to the preliminary screening plan, the commune has 86 eligible citizens. The estimated quota for 2027 is 16 citizens fulfilling military service and 12 citizens fulfilling People’s Public Security service. Post-screening, the commune continues managing qualified sources and coordinating preparations for formal medical examinations. Mùa A Của, Deputy Commander of the Pú Nhung commune Military Command, noted: We emphasize keeping strict track of every eligible citizen, especially those working far away, to proactively notify and guide them to participate in the screening on schedule. Post-screening, source management is maintained, coupled with reviewing, finalizing dossiers, and preparing for medical examinations. Every stage must be stringent, and information must be accurate to ensure selection is fair, targets the right individuals, and meets the standards.
For Pu Nhi commune, preliminary health screenings for military recruitment were completed in early October, encompassing 66 citizens in the military service pool and 30 citizens in the People’s Public Security service pool. To ensure serious and objective screenings, the commune Military Command coordinated with the commune Police and Health Station to prepare material facilities and equipment, and to guide and urge citizens to present themselves on schedule. Preliminary screening results provide a basis for the locality to continue selecting qualified citizens, striving to complete the 2027 recruitment quota comprising 20 citizens for military service and 13 citizens for People’s Public Security service.
Through assessing physical fitness, medical histories, and baseline health conditions, functional agencies secure added grounds for the selection process. Citizens participating in preliminary screenings constitute the source pool for continued review and evaluation according to regulations. Accurately recording results and comprehensively reviewing dossiers holds practical significance in preparing for medical examinations and selecting qualified citizens.
To date, localities in the province have completed preliminary screenings and are preparing for military recruitment medical examinations from November 1 to December 30, 2026. The upcoming medical examination round will involve in-depth checks, serving as the basis to evaluate the health of summoned citizens. Localities will maintain contact with citizens, review and perfect dossiers, and announce examination schedules so youth can proactively arrange work to participate. By coordinating with families, villages, and hamlets, military agencies grasp citizen circumstances, guide the supplementation of paperwork, resolve bottlenecks, and prepare for the round-2 medical examinations.
In 2027, the entire province plans to select 800 citizens for military service and 431 citizens for People’s Public Security service. The engagement of Party committees, administrations, forces, and public consensus form the bedrock for Điện Biên to successfully execute military recruitment mandates. Open, fair, and compliant selection contributes to consolidating trust, awakening the responsibility of youth in carrying forward their homeland’s traditions, and building and defending the Fatherland.
