Attending the conference were comrades from the Standing Board of the provincial Party Committee, Members of the Standing Board of the provincial Party Committee; the Standing Board of the provincial People’s Council, leaders of the provincial People’s Committee; the Standing Board of the provincial Việt Nam Fatherland Front Committee; and leaders of provincial departments, sectors, boards, and several communes and wards.
The conference aimed to evaluate the socio-economic development situation and the execution of the growth scenario for October and the entirety of 2026, while identifying focal tasks and solutions for the final two months of 2026 to ensure the fulfillment of the double-digit growth target.
According to the report of the provincial People’s Committee, during the first 10 months of 2026, the socio-economic situation continued to undergo positive shifts thanks to the engagement of the entire political system and the resolute direction and administration of the provincial People’s Committee. Production, business activities, and the people’s daily lives remained fundamentally stable. Trade, tourism, and import-export maintained robust growth momentum, with total retail sales of goods rising by 18.24%, tourist arrivals increasing by 20%, and import-export turnover growing by 21%.
Raw material zones for flagship crops continued to expand; efforts to attract investment, develop enterprises, and disburse public investment capital were prioritized. Social welfare, education, and healthcare domains were guaranteed; digital transformation continued to be accelerated, and national defense and security were firmly maintained.
At the conference, delegates concentrated on analyzing difficulties and bottlenecks in executing socio-economic development tasks during the first 10 months of the year; simultaneously discussing and proposing solutions to drive growth in the final two months, striving to fulfill the double-digit growth target for 2026. The focus lies on stimulating tourism and service demand; accelerating the progress of off-budget investment projects and public investment capital disbursement; augmenting budget revenue; and promoting industrial and construction development to generate momentum for the province’s economic growth.
Concluding the conference, Secretary of the provincial Party Committee Trần Tiến Dũng emphasized the requirement for authorities, sectors, and localities at all levels to uphold the spirit of solidarity, proactivity, and resoluteness in direction, administration, and implementation, striving to fulfill the growth scenarios for the fourth quarter and the entire year of 2026.
The Secretary of the provincial Party Committee demanded that in the final two months of the year, the province must maximize the operational efficiency of processing, hydropower, and mining plants; concurrently, it must urgently finalize procedures and accelerate the commencement of qualified projects - especially in the industrial, agricultural, and energy sectors - right within the fourth quarter to generate momentum to drive growth.
Regarding tourism, the provincial People’s Committee must synchronously deploy demand-stimulation solutions, supporting business households, individuals, and enterprises in developing tourism products and services; and widely publicize support policies across mass media. It must strengthen promotion via the press and social networks; develop pedestrian streets and the night economy; and organize events in key locales to attract tourists. Localities must proactively propose demand-stimulation plans and organize events aligned with their comparative advantages and practical conditions. The Party Committee of the provincial People’s Committee shall direct the Department of Culture, Sports and Tourism to substantiate tasks and solutions, ensuring resolute and effective implementation.
Regarding site clearance, the Secretary of the provincial Party Committee identified the closing months of the year as the peak period, especially for energy, infrastructure, and urban projects. The provincial People’s Committee must establish working groups to direct and untangle site-related bottlenecks at key projects. The Department of Agriculture and Environment shall dispatch a working group to support Thanh Nưa commune in executing site clearance for projects. Party committees and administrations of communes and wards must proactively engage with an urgent and resolute spirit, clearly defining responsibilities in organization and execution to guarantee project schedules.
Alongside this, departments, sectors, localities, and project owners must concentrate on untangling difficulties, accelerating construction progress, and finalizing acceptance and payment procedures for completed workloads, striving to disburse 100% of the 2026 capital plan.
