Stronger military-civilian bonding

ĐBP - After five years of partnership, the relationship between Điện Biên district (Điện Biên province) and Regiment 82 (Division 355, Military Region 2) has been strengthened through specific and practical actions.

From assisting the people in economic development and poverty reduction to cooperating in maintaining security and protecting the borders, the military-civilian bond in this region has become a beautiful symbol of solidarity, working together for the sustainable development of the Northwestern border region.

From 2020 to 2025, Điện Biên district and Regiment 82 have effectively collaborated in many activities to promote socio-economic development, build new-style rural areas, and address the consequences of natural disasters in border communes. Both units have actively propagated, educated the officers, soldiers, and people about the Party’s policies and the laws of the state in a flexible and practical manner, contributing to the strengthening of the political system at the grassroots level, improving the efficiency of organizations, and achieving the “dual goal” of both socio-economic development and ensuring national defense and security.

The two units regularly cooperate in propagating and disseminating the Military Service Law, raising awareness among the people, especially those of military age. From 2020 to 2025, the district enlisted 981 new recruits, meeting 100% of the quota; Regiment 82 has received 305 new soldiers, organized training, combat exercises, disaster prevention drills, and serious, effective national defense and security education.

Officers and soldiers from Regiment 82 help people of Mường Pồn commune, Điện Biên district relocate their homes and belongings away from disaster-prone areas.

Throughout the cooperation, Regiment 82 has always worked closely with the district’s Party Committee and local authorities to build a strong people’s defense. This is particularly evident in rescue and disaster relief activities and efforts to stabilize the lives of the people. The officers and soldiers, during their dry season border operations, have demonstrated the qualities of “Uncle Hồ’s soldiers” by staying close to the people and performing effective mass mobilization work in strategic, remote, and border areas. These activities have created positive impacts, gaining recognition from the people, and contributing to consolidating the political system at the grassroots level and building a people-centered defense network.

In the past five years, Regiment 82 has mobilized 985 arrivals of officers and soldiers to participate in 12 mass mobilization campaigns, contributing over 20,000 working days of labor to assist the people in six communes of Điện Biên district. Specific tasks have included: building, widening, and repairing 112km of rural roads; constructing and repairing two bridges; repairing homes for 72 families; improving 2,100m2 of school grounds; dredging and repairing 29km of irrigation channels; and addressing 508m3 of landslides... These efforts have improved infrastructure and enhanced the quality of life for the people. Regiment 82 has also organized medical examinations and provided free medicine to 717 people; and cooperated with local departments, unions, and youth groups to mobilize over 1,300 officials, mass mobilization servants, and volunteers to participate in community activities such as building solidarity houses, providing seedlings and livestock, and offering technical production guidance for both residents and the soldiers of Regiment 82.

In 2023, the family of Lò Văn Minh, in Co Pục hamlet, Hua Thanh commune, was supported by the district People’s Committee to build a solidarity house. However, due to limited manpower and the inability to hire builders, construction had not started by the end of December 2023. At that time, Regiment 82 chose Hua Thanh commune for their military march combined with mass mobilization work. Recognizing the difficult circumstances of Minh’s family, the officers and soldiers of the regiment assisted in building and completing the solidarity house.

Cao Thị Tuyết Lan, Secretary of the Điện Biên district Party Committee, shared: “With the effective and responsible assistance of Regiment 82, despite many difficulties and challenges, Điện Biên Ddistrict has successfully carried out its political tasks. The economy continues to grow, infrastructure has been strengthened, the people’s living standards have improved, national defense and security have been maintained, and the great national unity has been continuously consolidated.”

By the end of 2024, Điện Biên district had 21 out of 21 communes meeting or nearly meeting new-style rural area standards; 3 communes had achieved advanced new-style rural area standards; and 1 commune had met model new-style rural area standards. Notably, 181 out of 275 villages had met new-style rural area or model new-style rural area standards. The district has achieved 33 out of 36 basic new-style rural area targets. Notably, the poverty rate in the district dropped significantly from 11.9% at the end of 2021 to 6.56% at the end of 2024. Political security and social order have been ensured, and national defense and security have been strengthened.

The close and effective cooperation between Điện Biên district and Regiment 82 has not only contributed to improving mass mobilization work, building military-civilian solidarity, and enhancing the image of “Uncle Hồ’s soldiers” in the hearts of the people, but the practical and meaningful actions are also creating deep impressions, helping to consolidate the people’s trust in the government and the armed forces. This, in turn, strengthens unity and contributes to the development of the economy and society while ensuring national defense and security in the locality.
