Building an “exemplary, outstanding” comprehensively strong unit

ĐBP - Recognizing that building a “exemplary, outstanding” comprehensively strong unit is crucial to successfully fulfilling political tasks, in recent years, the Party Committee and Command of Regiment 82, Division 355, Military Region 2 have maximized internal resources and implemented various synchronized and innovative measures. This is considered the key factor in enhancing overall strength, combat readiness, and capability to meet mission requirements in the new situation.

Upholding the heroic unit’s tradition, over the past five years (2020 - 2025), officers and soldiers of Regiment 82 have continuously strived to build a “exemplary, outstanding” comprehensively strong unit, always been ready to receive and successfully complete any assigned tasks. The Party Committee and Command of the regiment have led and directed the concretization of unit targets in alignment with the actual situation and missions, with a primary focus on building a politically strong unit as the most critical criterion.

To achieve this, the regiment has effectively organized political activities, preliminary and final reviews of directives and resolutions, ensuring rigor and efficiency. Political education, legal education, and traditional education have been conducted for all personnel with proper content, schedules, and participation rates, achieving a 100% pass rate, with 85.75% rated as good or excellent. The unit has implemented Project 1371, serving as a model for the entire military and Military Region 2 in organizing high-quality legal knowledge competitions. It has also effectively carried out information dissemination, ideological orientation during major holidays, anniversaries, and significant events, while countering and refuting false and hostile viewpoints.

Through the “Determined to win” emulation movement and high-intensity competitions and campaigns, the unit has initiated and summarized 13 movements and 40 peak competition campaigns, awarding 120 collectives and 815 individuals. It has also excelled in civil-military relations and special propaganda work, earning high praise from local authorities and people. The unit serves as a model for Military Region 2 in ethnic language training. Party and political work in various tasks have been carried out thoroughly, with a focus on combat readiness, training, drills, competitions, military discipline, disaster response, epidemic prevention, and search and rescue operations.

Regarding organization and staffing, the regiment strictly adheres to the organizational structure of an infantry regiment, maintaining 100% readiness forces. The regiment has been merged into Division 355, with logistics and technical departments integrated according to regulations. Leadership has effectively managed personnel rotation, reassignment, promotion, salary increments, rank promotion, retirement, and demobilization in compliance with procedures. Over the past years, the regiment has received 4,150 new recruits and successfully discharged 3,401 non-commissioned officers and soldiers who completed their military service, ensuring strict compliance with legal requirements.

By thoroughly understanding and implementing the resolutions of the Central Military Commission, and orders from the Military Region 2 and Division 355 regarding combat training tasks, the regiment has proactively prepared personnel, infrastructure, and training grounds. Training is conducted as per plans, closely following principles, guidelines, and integrated approaches, with a focus on synchronized, in-depth training, emphasizing practical application. The regiment prioritizes officer training, mastery of weapons and equipment, night training, mobility training, scenario-based training, and physical training. All officers are trained according to their ranks, with 86% achieving good or excellent ratings. All training contents meet requirements, with 86.26% rated good or excellent. The regiment has also participated in and organized military competitions, winning 22 military regional-level awards and medals and 8 division-level awards.

The regiment has led and directed the implementation of a breakthrough initiative: “Ensuring solid transformation in discipline adherence and military regulations.” By closely following directives, guidelines, circulars, and conclusions from higher authorities, the unit has adopted comprehensive, decisive, and synchronized solutions to strictly maintain order, discipline, and lawful conduct, enforcing strict penalties for violations.

The “The military logistics sector follows Uncle Ho's teaching” movement has been actively pursued, ensuring logistics, technical, and financial support to meet the unit’s mission requirements. The regiment has ensured adequate and timely logistical and technical supplies for both routine and urgent tasks. Troop health management and medical care have been well-organized, ensuring proper treatment and sanitation, with a unit-wide health rate of 99.1%.

Administrative and military reform has been given attention, with continuous improvement in work plans and scientifically structured training programs.

Military diplomacy has also been a priority, with exchange programs, visits, training workshops, and professional exchanges between the regiment and Division 3 of the Lao People’s Army, ensuring adherence to foreign policy principles. This has contributed to deepening the Vietnam-Laos friendship.

Looking ahead, while political security and social order are forecasted to remain stable, and national defense and security are being strengthened, Vietnam is entering a new era - “the era of national resurgence.” The material and spiritual well-being of officers and soldiers is improving. However, emerging global conflicts, enemy sabotage efforts, negative aspects of market mechanisms and social media, social evils, and natural disasters continue to pose challenges. Additionally, organizational restructuring and administrative adjustments impact the sentiments of officers, soldiers, and citizens.

Therefore, Regiment 82 is determined to maximize internal strength and maintain a high level of commitment to successfully fulfilling all assigned tasks. The regiment will deeply grasp the resolutions of Party congresses at all levels, as well as the Party’s military and national defense strategies in the new situation. With the spirit of “Democracy, Discipline, Creativity,” the regiment is committed to building a politically, ideologically, morally, organizationally, and professionally strong Party organization. It aims to become a comprehensively strong unit that is “exemplary, outstanding” and a key mobile force of the Ministry of National Defense, Military Region 2, and Division 355.
