Each major decision was materialized through action programs, and each target was realized through concrete actions, generating synergistic strength to execute the “revolution” in agricultural restructuring.
Creating development drivers
No matter how correct a resolution is, it can hardly create transformation without a methodical implementation roadmap. This was also a matter of special concern for the Executive Board of the provincial Party Committee when issuing Resolution 11. To realize that goal, the province determined to deploy synchronous solutions, ranging from planning raw material zones, perfecting support mechanisms and policies, and attracting enterprises to invest in processing, to building production-consumption linkage chains and mobilizing the involvement of the entire political system, with every solution heading toward the goal of forming a modern agricultural economy.
Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, noted that Resolution 11 marks an important shift in the province’s agricultural development thinking, explaining that whereas the previous focus was expanding production, the province now heads toward developing sectors along value chains, attracting enterprise investment, and elevating agricultural product value. Điện Biên’s implementation path avoids spontaneous development, as every task is quantified into targets tied to the responsibilities of each level, sector, and locality, with consistency between strategic thinking and organizational execution methods generating the strength of Resolution 11.
On July 18, 2026, at the forum “Sustainable agricultural development linked with green transition and value chain elevation for key products in Điện Biên” co-organized by the Ministry of Agriculture and Environment, the Điện Biên provincial People’s Committee, and the Vietnam Gardening Association, the Director of the Điện Biên Department of Agriculture and Environment stated that instead of spreading coffee and macadamia development thinly, the province selects localities with suitable conditions to form concentrated raw material zones. For coffee, Mường Ảng commune is designated as the driving region while expanding development in Búng Lao, Mường Lạn, Nà Tấu, Chiềng Sinh communes and several localities with similar ecological conditions. For macadamia, the province directs development in advantageous areas such as Tuần Giáo, Mường Ảng, Sam Mứn, Thanh Nưa, Mường Nhà, Tìa Dình linked with land use planning, ecological conditions, and enterprise linkage capabilities.
That mindset marks a transition from acreage-based to quality-based development, from fragmented to concentrated production, and from exploiting existing advantages to creating competitive advantages. This also represents the first time raw material zone development has been placed within a master plan aiming toward building sectors possessing high competitiveness and added value.
If planning creates the foundation, enterprises serve as the decisive link in value chain formation, leading Resolution 11 to define tasks to attract enterprises investing in production, deep processing, post-harvest preservation, brand building, and consumption market expansion. In the new development model, enterprises act not merely as purchasing units, but participate right from raw material zone planning, technical transfer, standard-based production organization, and product off-taking, with enterprise participation helping fundamentally resolve Điện Biên’s long-standing agricultural bottlenecks of fragmented, unlinked production dependent on traders.
According to the Department of Agriculture and Environment, the province continues perfecting production development support mechanisms and policies, enabling residents, cooperatives, and enterprises to invest long-term with confidence. State resources are prioritized for leading fields such as raw material zone infrastructure, science and technology, digital transformation, technical training, and brand building. Instead of spread-out support, policies are designed to generate motivation for entities to proactively invest, link up, and develop sustainably. To drive agricultural development, especially for coffee and macadamia trees, on July 16, 2026, the Provincial People’s Council issued a resolution stipulating support policies for agricultural restructuring toward concentrated, green, smart, and sustainable commodity production across the province.
From resolution to action
Major decisions can achieve success only when deployed with high political determination. Immediately after Resolution 11 was issued, implementation programs and plans were formulated and deployed synchronously. Concrete execution of Resolution 11 took shape on March 16, 2026, when the provincial People’s Committee issued Plan No.1850/KH-UBND on organizing new planting of coffee and macadamia while piloting a low-altitude spatial economic development model for 2026 across Điện Biên province.
Under the action slogan “Promoting the Điện Biên Phủ spirit and the strength of military-civilian solidarity, determined to make coffee and macadamia key provincial products,” Điện Biên set targets to complete digging 21,612,260 planting holes, equivalent to 12,000 hectares, comprising 5,930 hectares of coffee, 5,930 hectares of macadamia intercropped with coffee, and 140 hectares of pure macadamia, mobilizing roughly 6,000 participating households with an average of 1 hectare of coffee and 1 hectare of macadamia per household, while mobilizing around 14,150 people including functional forces and residents.
At the launch ceremony for planting coffee and macadamia trees alongside piloting the low-altitude spatial economic development model in Mường Ảng commune on April 3, 2026, Permanent Vice Chairman of the provincial People’s Committee Lò Văn Cương emphasized that developing coffee and macadamia serves not only as an immediate economic task, but also as a long-term strategy to build sustainable agriculture, create stable livelihoods, and elevate public income. The Provincial People’s Committee called upon all cadres and residents to promote the Điện Biên Phủ spirit and military-civilian solidarity, competing in labor, actively producing, developing the economy, and joining hands to execute the coffee and macadamia planting plan with high determination to create vibrant momentum across the province, contributing to completing and exceeding targets set by the Provincial Party Congress resolution.
Executing Resolution 11, provincial departments, sectors, party committees, and local authorities were assigned specific tasks. Dissemination and mobilization work were intensified to transform public production mindsets, while enterprises were encouraged to join in investing in raw material zones, processing, and product consumption. Government assumes the enabling role, enterprises hold the market connection role, and residents stand as active subjects of the transition process, with all forces generating combined strength for Resolution 11 to make a distinct impact in Điện Biên’s agricultural restructuring “revolution.”
