Unlocking resources and creating breakthroughs for Điện Biên tourism development

ĐBP - On the afternoon of March 20, Trần Tiến Dũng, Member of the Party Central Committee and Secretary of the Điện Biên provincial Party Committee, held a working session with the Party Committee of the provincial People’s Committee regarding the development of Điện Biên tourism in accordance with Resolution No.12-NQ/TU.

The meeting saw the participation of Lê Văn Lương, Chairman of the provincial People’s Committee, alongside members of the Standing Board of the provincial Party Committee and leaders of various provincial departments.

During the session, delegates focused on assessing achieved results while frankly identifying existing shortcomings that have hindered the province’s tourism growth. Many attendees observed that despite possessing rich and unique resources, the beauty of Điện Biên has not yet been “awakened” to its full potential, leaving many inherent advantages underutilized.

The current system of tourism products lacks differentiation, particularly in high-end segments such as eco-tourism, luxury resorts, and sports. Furthermore, the existing infrastructure for connectivity and auxiliary services has yet to meet the rigorous demands of this new development phase.

To create a genuine breakthrough, the delegates proposed several strategic solutions. One primary orientation involves linking tourism development with agriculture to form experiential products in scenic raw material areas, such as macadamia and coffee plantations. There is also a strong push to develop a smart tourism ecosystem by upgrading digital applications and systematically digitalizing destinations.

Some innovative proposals included “gamifying history” to transform historical values into engaging interactive experiences tailored for the younger generation. Additionally, many delegates emphasized the urgent need to systematically restore, renovate, and promote the value of the Điện Biên Phu Battlefield Relic Complex by balancing conservation with sustainable tourism exploitation.

The discussion also touched upon the necessity of strengthening connections and leveraging central resources to invest in the culture and tourism sectors. The delegates highlighted the importance of attracting investment for high-quality tourism products through specific action plans, expanding international market reach, and enhancing the role of the Provincial Tourism Association in supporting businesses.

Concluding the working session, Trần Tiến Dũng demanded that Party committees at all levels immediately issue and execute action plans for Resolution 12 and Resolution 80 concerning cultural development. He stressed the need to resolve bottlenecks and effectively mobilize all resources, ranging from State funding to contributions from enterprises, cooperatives, and the general public. Regarding the preservation of relics, the Provincial Party Secretary directed for enhanced management of tourism sites, specifically the Điện Biên Phu Battlefield complex. He called for an end to landscape neglect and instructed the gradual replacement of unsuitable flora with characteristic species like the Bauhinia flower. Furthermore, he insisted on a revolution in service mindsets to ensure that tourists are served continuously and professionally.

In terms of long-term orientation, Trần Tiến Dũng asserted that cultural industry development must be treated as a central pillar, with research focusing on twelve specific types of cultural industries. He also required substantive cooperation with foreign localities and travel agencies - particularly with provinces in Laos - emphasizing that partnerships must result in concrete tourism products rather than mere formalities.

The Secretary also envisioned the development of high-quality services, such as golf projects, to attract high-spending visitors. He suggested that high-potential tourism projects should be placed under a “green lane” mechanism to drastically cut administrative red tape and accelerate progress.

Future efforts should prioritize regional and national-scale events over small, fragmented activities that are often costly yet ineffective. The Secretary suggested creating unique tourism spaces, such as spiritual axes connected to pedestrian streets and dedicated Bauhinia theme parks, to provide attractive landmarks for visitors.

Finally, Trần Tiến Dũng called for the restructuring of organizations to increase professionalism, even suggesting the hiring of high-quality tourism experts on a contract basis. He also emphasized the need for stricter management of the tourism business environment to ensure high standards of sanitation across all service facilities.
