At the first Party Congress of Quài Tở Commune, delegates identified five breakthrough tasks and six key solution groups, with priorities including: Building a strong Party organization and political system; enhancing the effectiveness and efficiency of state management; promoting the strength of great national unity; restructuring agriculture linked to key local products; advancing digital transformation; and attracting investment and developing community-based tourism.
Soon after the congress, the commune’s Party Committee issued its working, inspection, and supervision programs for the term, as well as an action plan to implement the resolution and a resolution on socioeconomic development, national defense, and political system building for the last four months of 2025.

One concrete step to realize the resolution was the launch of the Pha Đin - Quài Tở Tourism Market on September 2. Designed as an open space featuring OCOP specialty stalls, cultural performances, and local service areas, the market aims to connect agricultural products, boost trade, preserve cultural traditions, and promote Pha Đin as a promising tourism destination.
Giàng A Dế, Secretary of the Quài Tở Commune Party Committee, affirmed: “The Pha Đin - Quài Tở Market is a practical step in turning our Party resolution into reality. We plan to hold it monthly to attract visitors and develop community-based and experiential tourism.”
Alongside tourism, agriculture remains the commune’s key economic sector. The Party resolution emphasizes agricultural restructuring associated with key crops, particularly macadamia. With 759 hectares of macadamia trees, the commune has coordinated with the Regional Agricultural Service Center No.3 to assess tree growth and guide farmers in pruning, canopy shaping, pest control, and storm protection. Technicians directly trained farmers in their gardens, improving care techniques and crop management skills.

In Si Pa Phìn commune, right after the first Party Congress, the local Party Committee organized study sessions and meetings to disseminate and discuss the resolution. Village Party cell secretaries and heads were informed of the congress outcomes and tasked with relaying key goals to residents. Leaders also held field meetings to clarify major development targets such as: Average annual economic growth of 8-9%; per capita income reaching VND 65-70 million per year; poverty rate reduction of 3-4% annually; over 90% of households accessing electricity and clean water; and 100% of schools meeting national standards and minimizing student dropouts.
The commune also promotes agricultural production towards commercialization, expanding macadamia, coffee, and passion fruit cultivation to increase income and sustainability. Residents with planting needs are encouraged to register through village heads for inclusion in development plans.
Vàng A Kỷ, Standing Deputy Secretary of the Si Pa Phìn commune Party Committee, shared: “To turn the resolution into action, we first ensure that all officials, Party members, and citizens understand it thoroughly. Once awareness and determination are unified, we focus on concrete breakthroughs , developing commercial agriculture, improving product quality, expanding clean farming linked to tourism, and building local agricultural brands.”
Through such practical, people-centered initiatives, the newly merged localities are gradually turning Party resolutions into tangible progress. The united efforts of political systems and citizens alike are creating strong momentum for building prosperous, resilient, and forward-looking communities across Điện Biên’s borderlands.
