Recognizing the Congress as a key political task, the Party Committee of Tủa Chùa commune quickly overcame early challenges, stabilized its organizational structure, and began implementation. It issued an action plan to carry out Directive No.45-CT/TW dated April 14, 2025, from the Politburo, regarding Party congresses at all levels in preparation for the 14th National Party Congress. The Committee also issued decisions to establish new subordinate Party organizations in time for the event. Specifically, Tủa Chùa commune set up three new Party committees and two Party cells: the Party Committee of Party agencies, the Party Committee of the People’s Committee, the public security Party Committee, the military Party Cell, and the health station Party Cell. These organizations quickly prepared for and successfully held their own congresses by the end of July.

Vì A Mạnh, Deputy Secretary of the Tủa Chùa commune Party Committee, said that to prepare for the Congress, the Party Committee established three subcommittees with clearly defined responsibilities. The documents subcommittee completed the draft political report and gathered feedback from members of the Standing Committee, the Executive Committee, affiliated Party branches, socio-political organizations, and local residents. After revision and refinement, the draft report was submitted to the Standing Committee of the Điện Biên provincial Party Committee for approval. The Congress will revolve around the theme: “Promoting the leadership capacity and combat strength of the Party Committee; strengthening great national unity; preserving and promoting the traditional cultural values of ethnic communities; making breakthroughs in science, technology, innovation, and digital transformation; and striving for the development of Tủa Chùa commune.”

Tủa Chùa boasts significant potential in agriculture, forestry-based economy, and livestock farming, along with community-based tourism thanks to the rich traditional culture of the Mông ethnic group, diverse local cuisine, and unique destinations for exploration such as Tủa Chùa night market and the cloud-hunting site in Kể Cải hamlet. The Party Committee has laid out clear orientations and targets to unlock and develop these strengths during the 2025-2030 period and beyond. Key goals include developing ecological and organic farming models tied to digital transformation in agriculture and rural areas; improving the productivity and efficiency of staple crop production; expanding livestock farming linked to branding and the conservation of high-value indigenous breeds. At the same time, the commune aims to preserve and promote ethnic cultural heritage in connection with tourism; mobilize resources to develop community-based tourism; enhance promotion and marketing efforts; and actively seek cooperation with other localities. The target is to welcome over 10,000 tourists each year and gradually increase tourism revenues.

To promote the Congress, the Party Committee has launched a wide-ranging communication campaign through conferences, meetings, billboards, posters, banners, LED displays at government offices, media articles, social media posts, and cultural, artistic, and sporting events to celebrate the occasion. These efforts aim to raise political awareness among officials and Party members, while fostering unity and social consensus for a successful congress. In terms of security, a plan has been developed to ensure the absolute safety of all congress-related activities.

With the Congress fast approaching, and under the motto “Solidarity Discipline - Innovation - Development,” the thorough and timely preparations underway are expected to lead to the successful launch of the first Party Congress of Tủa Chùa commune, meeting the expectations of officials, Party members, and the local people.
