The turning point at the Westernmost land of the nation

ĐBP - In the nation’s development journey, every locality carries its own historical mission and political responsibility. For Điện Biên - a land rich in revolutionary tradition and forever tied to the victory that “resounded across five continents and shook the world” - that mission is even more sacred, as it stands as a steadfast “frontier stronghold” at the westernmost edge of the Fatherland.

In recent years, under the leadership of the Party committees, the decisive administration of authorities, and the unity of ethnic communities, Điện Biên has gradually transformed, achieving remarkable accomplishments in socio-economic growth, national defense, and security. These results have strengthened public trust and affirmed the province’s determination to build a prosperous and civilized Điện Biên.

The province has pushed forward decisively on economic development tasks. Between 2021-2025, the GRDP growth rate averaged 8.76%/year. In 2025, GRDP is estimated to reach VND 17,235 billion (at constant prices), with per capita GRDP at VND 54 million, an increase of 62.79% compared to 2020. The economic structure shifted in the right direction: agriculture-forestry-fishery fell to 13.65%; industry-construction rose to 23.12%; and services reached 59.11%. Budget revenue exceeded VND 2,062 billion, fulfilling 103.11% of the target.

Agriculture and forestry - long considered the backbone of the local economy - have been restructured systematically. The province focused on key products such as high-quality rice, tea, coffee, and especially high-value industrial crops like macadamia and rubber. With the application of science, technology, and investment attraction, large concentrated production zones tied to processing factories have taken shape, building value chains and raising farmers’ incomes. Food security remains firmly ensured with grain output at 289,100 tons; forest coverage has reached 45.5%.

Industry grew steadily, with average annual production growth of 12.82% in 2021-2025, and production value in 2025 estimated at VND 4,486 billion. Four agricultural-forestry processing plants have gone into operation, while trade and services continued to expand, with total retail and service revenue projected at VND 28,310.5 billion in 2025.

Tourism has been affirmed as a spearhead economic sector. The successful organization of major events, especially the 70th Anniversary of the Điện Biên Phủ Victory tied to National Tourism Year - Điện Biên 2024, has boosted Điện Biên’s image. In 2021-2025, the province welcomed 5.45 million visitors, generating over VND 9,400 billion in revenue; in 2025 alone, about 1.45 million visitors with VND 2,400 billion in earnings are expected.

Recognizing infrastructure as the foundation for development, Điện Biên mobilized resources for key projects. The completion of the expanded Điện Biên Airport has opened broader connections with the rest of the country. Roads have been upgraded, with strategic projects such as the Sơn La - Điện Biên - Tây Trang Expressway under study. By 2025, the province will have 9,212km of roads (an increase of 874km from 2020), with 96.9% of communes accessible by car.

Water, irrigation, and power systems have been upgraded. With 12 new hydropower plants and the effective implementation of the “Brightening Điện Biên” program, 96.2% of households are expected to access the national grid by 2025. Meanwhile, 99.8% of urban residents have clean water and 92.65% of rural residents use hygienic water sources.

Social infrastructure also received investment: 477 educational facilities with 7,800 classrooms, all commune health stations meeting standards, 3G/4G coverage at 94.2%, and 72% of residents using the internet. Digital platforms and databases are being developed to accelerate digital transformation. Major cultural projects such as the Điện Biên Phủ Martyrs’ Temple, the Panorama Painting at the Điện Biên Phủ Victory Museum, the Memorial of General Võ Nguyên Giáp, and the Memorial House of President Hồ Chí Minh are highlights enriching cultural and tourism appeal.

Private enterprises, cooperatives, and household businesses have flourished. By 2025, Điện Biên will have over 1,450 enterprises with registered capital of VND 34,000 billion, 370 cooperatives, and 20,000 household businesses.

These achievements show the tireless efforts of the political system and the people of Điện Biên. The province has secured fairly high economic growth, positive structural shifts, modern infrastructure, social and cultural progress, and solid national defense and security. Most importantly, public trust in the Party’s leadership has been consolidated, and the aspiration to rise has spread widely.

Building a prosperous and civilized Điện Biên is not only the aspiration of its Party, authorities, and people, but also a strategic requirement, contributing to the nation’s overall goal of rapid and sustainable development in the new era.
