The Party Committee of the Department of Agriculture and Environment was established under Decision No.06-QĐ/ĐUUBND, dated February 28, 2025, by the Party Committee of the provincial People’s Committee, following the merger of the Party Committees of the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment. The Party Committee consists of 17 sub-committees and 341 party members.

During the 2020-2025 term, the Party Committee of the Department of Agriculture and Environment innovated leadership and exceeded the targets set in the Resolution. The Department successfully implemented the Resolution of the 14th Congress of the provincial Party Committee. The Department performed well in advising the provincial People’s Committee on managing state affairs in the fields of agriculture, forestry, livestock, fisheries, irrigation, disaster prevention, rural development, land, water resources, mineral resources, environment, meteorology, climate change, surveying, mapping, remote sensing, and public services related to agriculture and the environment under Decision No.10/2025/QĐ-UBND, dated February 28, 2025.

Over the term, the department completed 18 out of 20 targets and exceeded 2 out of 20 targets set by the Resolution. Party building work has made significant positive changes; the organizational structure, personnel work, and development of party members have been effectively implemented. The department has strengthened international cooperation in the development of agriculture and forestry; rigorously carried out party inspections, monitoring, discipline, internal political protection, anti-corruption, anti-waste, and anti-negative actions; and the political organizations have played a good role in building the Party and political system. Annually, the Party Committee has successfully completed its tasks.

For the 2025-2030 term, with the theme “Unity - Discipline - Innovation - Timeliness and Efficiency,” the congress set 12 goals, 6 key tasks, and 9 main solutions to enhance the leadership capacity and combat readiness of the Party Committee; promote unity, and accomplish political tasks effectively. The Party Committee will advise on efficiently exploiting natural resources, developing agriculture and forestry with high technology linked to processing and tourism, and building new rural areas. The quality of political organizations will be improved, and the Party Committee will strive to fulfill its annual tasks. At the same time, it will utilize resources to achieve three breakthrough strategies: advising the provincial People’s Committee on developing agriculture and forestry towards quality, adding value, sustainability, and climate change adaptation; strengthening management and construction of new irrigation infrastructure; and completing the digitalization of provincial land data to connect with the national land data center.

In his speech, Deputy Secretary of the Party Committee of the provincial People’s Committee Nguyễn Văn Đoạt praised the achievements of the Party Committee of the Department of Agriculture and Environment in the past term. To meet the goals of the 2025-2030 term, he requested that the Party Committee focus on several tasks: proactively developing ecological, circular, and modern agriculture; forming concentrated production areas linked to regional codes and geographical indications to meet market demands. It will also accelerate the restructuring of agriculture towards digital transformation, innovation of growth models, build the OCOP brand, and sustainable value chains. The department will enhance investment attraction into agriculture, complete the digitalization of land data across the province, integrate it with national databases, and effectively serve citizens and businesses. Furthermore, administrative reform, digital government development, and the creation of a clean and strong Party Committee will be emphasized.

The congress also adopted a report summarizing the opinions of party members regarding the documents of the 14th Congress of the Party Committee of the provincial People’s Committee, and the draft political report of the Party Committee of the provincial People’s Committee for the 2025-2030 term.
