The 15th Điện Biên provincial Party Executive Committee holds 2nd conference

ĐBP - On the afternoon of November 3, the 15th Điện Biên provincial Party Executive Committee, term 2025 - 2030, held its 2nd conference.

The event was under the chair of comrades: Trần Tiến Dũng, Secretary of the provincial Party Committee; Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee; and Hà Quang Trung, Deputy Secretary of the provincial Party Committee.

Attending the conference were comrades from the Standing Board of the provincial Party Committee, members of the provincial Party Executive Committee; leaders of provincial departments and sectors; Party Secretaries of communes and wards; members of the provincial Party Committee’s Inspection Commission; and comrades from central agencies monitoring the province.

At the conference, the Politburo’s Decision approving the 15th Điện Biên provincial Party Executive Committee, Standing Board, Secretary, and Deputy Secretaries for the 2025-2030 term was announced.

Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, presented a summary of the report on task performance in the first 10 months of 2025 and key tasks and solutions for the last 2 months of 2025.

Accordingly, with high determination in the leadership of the provincial Party Committee, People’s Council, and People’s Committee, along with the unity, consensus, effort, and joint force of party committees, authorities at all levels, sectors, armed forces, the business community, and the ethnic peoples of the province, the goals for socio-economic development, ensuring national defense and security, and Party and political system building in the first 10 months achieved positive results. This created a premise to strive for the successful implementation of the 2025 goals and tasks. Notably, the economy continued to grow well, with the gross regional domestic product (GRDP) increasing by 6.76% compared to the same period last year. State budget revenue in the area in the first 10 months of 2025 reached VND 1,987.74 billion, an increase of 56.45% over the same period last year. Cultural and social aspects continued to receive attention and saw many positive changes.

Discussing at the conference, the delegates basically agreed with the draft report on past task performance and the draft Action Program to implement the Resolution of the 15th provincial Party Congress. They also raised some difficulties and obstacles related to the progress of public investment disbursement; coordination in site clearance; the handling and arrangement of public assets after implementing the two-level local government model; and the issue of arranging and placing commune-level officials. From there, they proposed solutions to resolve these issues and improve the efficiency of work in the time to come.

The conference also heard Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee, disseminate and implement the Conclusion of the 13th Plenum of the 13th Party Central Committee.

In his directive speech, provincial Party Secretary Trần Tiến Dũng emphasized several key tasks that require focused leadership in the final months of 2025. These include: focusing leadership on accelerating public investment disbursement; urgently holding bidding for projects that have invited investors; and organizing investment promotion conferences. Stimulating tourism to meet set targets, building attractive tourist destinations; promoting tourism information dissemination and promotion on traditional channels and digital platforms to domestic and foreign tourists. Strengthening the resolution and reduction of administrative procedures, reviewing and issuing new internal regulations. Promoting digital transformation, innovation, science, and technology to meet task requirements.

The provincial Party Secretary also requested the issuance of working regulations and the full-term program, and the implementation of Party regulations, especially Regulation No.366-QĐ/TW, dated August 30, 2025, of the Politburo on reviewing and evaluating, classifying the quality of collectives and individuals in the political system. Building the province’s general plan, the 3-forest-types plan, increasing forest coverage, and rural and urban planning. Urgently submitting resolutions for issuance. Focusing on strongly innovating digital transformation within the Party; promptly communicating Party regulations, Politburo and Secretariat conclusions, provincial Party Committee directives, and Party Congress Resolutions on mass media and social media platforms.
