Working with the Điện Biên provincial delegation were: Trần Đức Thắng, Member of the Party Central Committee, Minister of Agriculture and Environment; and leaders of agencies and units under the Ministry.

According to the report of Điện Biên province, in 2024, the province’s rural GRDP reached VND 4,829 billion. Specifically: The cultivation sector accounts for over 65% of the total industry value; total agricultural land area is 123,000ha; the livestock sector maintains an average growth rate of cattle (buffaloes, cows, pigs) at 1.78%/year, poultry increased by 3.01%/year, aquaculture area is 2,756ha, output is 7,000 tons; managing and protecting 434,378ha of forest well, forest coverage rate in 2025 reached 45.5%; continuing to transform production organization models, promoting collective economy development; irrigation infrastructure is prioritized for investment, and new rural construction is implemented synchronously, substantially, creating clear changes in rural areas.

Along with that, in the 2021 - 2025 period, Điện Biên province promoted agricultural restructuring, focusing on converting short-term food crops to developing 2 key crops: macadamia and coffee. To date, the whole province has 12,360ha of macadamia and 8,140ha of coffee. The crop structure transformation has brought high economic efficiency, while creating a foundation for sustainable agricultural development for the province.

Parallel to agriculture, Điện Biên province also achieved many positive results in state management of land, environment, and minerals. Regarding land, the province has built a regular cadastral database in 8/45 communes, reaching 17.7%; 45/45 communes and wards have used software to resolve administrative procedures and exploit land information; completing the initial land database of 45/45 communes. Regarding the environment, no establishments causing serious environmental pollution have arisen in the area, no explosion incidents or accidents related to dangerous chemicals occurred; air, surface water, and soil quality are relatively stable; solid waste collection rate reached 96.5% in urban areas and 45% in rural areas. At the same time, the province has managed the exploitation of natural resources reasonably, meeting local development needs.

Promoting achieved results, in the 2026 - 2030 period, Điện Biên province focuses on developing large production zones with 3 key products: Macadamia, coffee, and fruit trees. The goal by 2030 is for the whole province to have 40,000ha of macadamia; 20,000ha of coffee and concentrated fruit tree growing areas. Attracting investment in agricultural processing, production, and large-scale concentrated livestock farming. Strengthening forest management and protection, forest coverage rate reaching 47% by 2030.

In the 2026 - 2030 period, the province focuses resources on investing in building 12 new irrigation reservoirs serving agricultural production. At the same time, the province focuses on completing cadastral map measurements, completing land databases and applying science - technology, prioritizing clean energy, reducing waste and greenhouse gases, promoting a green economy; completing the mineral database to promote management, exploitation, and reasonable, effective use of resources and minerals towards sustainability associated with economic development and environmental protection.

To effectively exploit potentials and advantages and complete agriculture and environment development goals, at the working session, Điện Biên province proposed a number of contents to the Ministry of Agriculture and Environment: Removing a number of bottlenecks regarding mechanisms, policies, and organizational apparatus in the agriculture and environment sector; paying attention to supporting, introducing, and connecting enterprises to invest in deep processing, agricultural product preservation, investing in building growing areas, and concentrated livestock farms; supporting the province professionally, guiding the construction of platforms to access green, smart, sustainable agriculture and access the Carbon credit market; supporting the province to promote and exploit mineral potential for economic development and prioritize allocating resources for investment in irrigation infrastructure, growing area infrastructure, responding to and overcoming natural disaster consequences, and building land databases.

At the working session, leaders of the Ministry of Agriculture and Environment and subordinate agencies and units exchanged and specifically answered the recommendations of Điện Biên province; at the same time suggesting many approaches and proposing solutions to promote the development of the agriculture and environment sector towards sustainability.

Concluding the working session, Minister Trần Đức Thắng acknowledged and highly appreciated the results that Điện Biên province has achieved recently, while emphasizing: Agencies and units under the Ministry need to raise responsibility, focus on supporting the province in each professional field; actively organize investment promotion conferences, introduce enterprises to research and invest in Điện Biên, especially in the field of processing and concentrated livestock farming.

Regarding recommendations related to geology and minerals, the Minister requested relevant units to urgently provide full dossiers for the province to implement according to authority; contents under the Ministry’s responsibility must be publicized, coordinating closely with provincial functional branches for early deployment and implementation. Regarding the proposal to build irrigation reservoirs, the Ministry will consider allocating capital for eligible projects in the 2026 - 2030 period; for reservoirs with incomplete procedures, units continue to review, if truly necessary and contributing to the locality, they will be supplemented at a suitable time.

Minister Trần Đức Thắng suggested Điện Biên province prepare carefully to effectively deploy national target programs. With the advantage of large forest area, the province needs to promote the development of forest economy associated with forest protection.

“Contents under the Ministry’s authority will be deployed drastically. Requesting the province to proactively coordinate, timely report difficulties for earliest handling,” Minister Trần Đức Thắng affirmed.
