Across the province, from downtown areas to highland communes, streets and village roads are filled with billboards, national flags, Party flags, and red banners waving proudly in the wind. Slogans such as “Solidarity, Wisdom, Democracy, Discipline, Innovation, Responsibility - Successfully Organize Party Congresses at All Levels and the 14th National Party Congress,” and “The Party, Government, Armed Forces, and People of All Ethnic Groups in Điện Biên province Emulate to Achieve Success in Honor of the 15th provincial Party Congress” have created a vibrant spirit of emulation, expressing the people’s confidence and high expectations toward the Congress.

Communication and dissemination efforts for the upcoming Congress have been given special attention by all relevant agencies. The provincial Party Committee’s Commission for Information, Education and Mass Mobilization have issued detailed plans and guidelines, organizing three major communication phases. The content focuses on reviewing the achievements of the 14th Congress across all sectors, analyzing strengths and shortcomings, identifying causes and lessons learned from the 2020-2025 term, and highlighting the key goals and missions for 2025-2030. Public campaigns also promote patriotic emulation movements, honor exemplary collectives and individuals in various fields, and strengthen efforts to counter false information and distortions targeting the Party, the State, and the Congress preparation process.

As the province’s main media agencies, the Party Committee and Editorial Board of the Điện Biên Phủ Newspaper have launched extensive communication campaigns on all platforms,  print, digital, radio, television, and social media,  to convey the significance of the 15th provincial Party Congress.

The provincial Federation of Labor has also initiated an emulation movement to welcome the 15th provincial Party Congress, the 14th National Party Congress, and the 11th National Patriotic Emulation Congress. The campaign embodies the confidence, enthusiasm, and determination of trade union officials, members, and workers across the province. Under the theme “120 Days of Creativity and Breakthrough to Fulfill 2025 Goals,” the movement runs from September 1 to December 31, 2025. Each unit has tailored its objectives to key development goals such as achieving an 8% growth rate, promoting innovation and digital transformation, advancing digital literacy, and developing modern infrastructure while practicing thrift and combating waste. The “120-Day Sprint” initiative reflects a shared determination to overcome all difficulties, meet deadlines, and ensure the quality of all works and projects celebrating the Congress.

Amid the lively spirit of emulation leading up to the 15th provincial Party Congress and the 14th National Party Congress, the provincial People’s Committee, in collaboration with Đức Hải Điện Biên Co., Ltd., held a groundbreaking ceremony on September 30 for the new Mường Thanh Airport Urban Area and Walking Street. Covering an area of nearly 7.6 hectares with an investment of almost VND 700 billion, the project includes more than 2 hectares for 189 modern adjacent houses, each with a floor area of at least 102 square meters, and about 5.6 hectares for public spaces, green areas, internal roads, parking lots, and an international preschool. The new urban area is expected to become the province’s first digital urban zone, built in a synchronized, modern, and eco-friendly manner.
