With high determination and a strong aspiration for innovation, the party committees and authorities of communes and wards are striving to bring the Congress’s Resolution to life.

The 15th provincial Party Congress agreed on 22 specific targets, 10 key tasks, and 3 strategic breakthroughs, considering them a compass for the actions of the entire political system.

Immediately after the Congress, grassroots party committees and authorities simultaneously organized study sessions to thoroughly grasp the Resolution for all officials, party members, and the public. Based on this, each locality is building an action plan suited to its practical conditions, specifying the resolution’s goals into concrete programs, projects, and models linked to local socio-economic development.

Thanh An commune is implementing the Congress’s Resolution through specific, practical actions. With the motto “Economic development as the foundation, improving people’s lives as the goal,” right after the congress, the commune’s Party Committee and government synchronously deployed numerous poverty reduction solutions linked with building new rural areas.

In the 2020 - 2025 period, Thanh An commune focused on applying scientific and technical advances in agricultural production to enhance productivity, quality, and product value, while also expanding production linkage models through household groups, cooperative groups, and cooperatives. To date, the commune has implemented 36 linkage models in cultivation and animal husbandry, featuring key products and local specialties. Alongside this, the commune is focusing on establishing geographical indications, labels, and brands, and promoting them through multiple channels to expand consumer markets. As a result, the commune’s agriculture is developing sustainably as a commodity, enhancing its added value. Currently, the entire commune has 7 OCOP products achieving 3 to 4 stars. The rural face of Thanh An is increasingly flourishing, and the people’s lives have markedly improved. To date, 22 out of 48 hamlets in the commune have achieved “model new rural” status, including one hamlet meeting the “smart new rural” criteria. The poverty rate has been reduced to 3.67% (187 households), a decrease of 206 households compared to 2020; the near-poverty rate is 8.66%, a decrease of 327 households. Notably, by the end of 2025, the commune strives to have no “especially difficult” hamlets.

In the 2025 - 2030 period, Thanh An commune aims to meet the new criteria for new rural areas and reduce the poverty rate to below 1% and the near-poverty rate to below 5%. The commune will also continue to maintain and improve the quality of its existing OCOP products, striving to have 2-3 new products recognized.

Trần Văn Hải, Chairman of the Thanh An commune People’s Committee, said: “To complete the set goals, the commune has determined that communication must go one step ahead, creating high consensus among officials, party members, and the public. In parallel, the commune will synchronously implement solutions such as: Developing production, diversifying livelihoods, encouraging the restructuring of crops and livestock towards commodities, applying science and technology, and expanding value chains. We will effectively mobilize support resources, expand access to preferential credit, and focus on vocational training, job creation, and labor export, especially for youth, women, and ethnic minorities.”

Similar to Thanh An, Tủa Chùa commune is focusing on promoting its existing potential and strengths to develop tourism, one of the three strategic breakthroughs identified by the provincial Party Congress Resolution.  Phạm Quốc Đạt, Chairman of the Tủa Chùa commune People’s Committee, said: “In the coming time, the commune will focus on effectively exploiting its existing potential, turning tourism into a key economic sector and creating a driving force for sustainable development.”

Promoting the advantages of its majestic natural landscape and the unique cultural identity of its ethnic groups, after the Congress, Tủa Chùa commune implemented many solutions to specify the breakthrough in tourism development. Promotion and introduction of Tủa Chùa’s land and people have been stepped up on mass media, social networks, and web portals. The commune has developed destination maps and tourism brochures, introducing landmarks, accommodation services, dining, and shopping for visitors.

Tủa Chùa commune is focusing on investing in and upgrading tourism infrastructure, such as the transport system, commercial-service facilities, landscaping, and environmental protection at destinations. Residents are guided in participating in community tourism models and developing homestay services, which both contributes to preserving cultural values and creates stable, sustainable livelihoods. A notable highlight is the “Tủa Chùa Night Market”, a new tourism product rich in highland colors, where visitors can enjoy specialties and experience the traditional culture of the ethnic communities. This model has quickly become an attractive cultural rendezvous, helping to attract tourists, promote trade and services, and create a new face for local tourism.

From central communes to highland communes, the spirit of the Điện Biên provincial Party Congress Resolution is spreading strongly. Each locality has its own creative approach suited to its practical conditions, all aiming for the common goal: to develop Điện Biên comprehensively and sustainably, improving the people’s lives. With determination, unity, and synchronous action, it is believed that the Resolution of the provincial Party Congress for the 2025 - 2030 term will soon come to life, helping to turn Điện Biên into a dynamic development center of the Northwestern region in the new period.
