For instance, in early February 2026, the People’s Committee of Tuần Giáo commune received a petition from Bùi Thị Nhài, a small trader at the commune’s central market. The petition reflected a situation where several business households displayed and sold goods by encroaching on roadways and sidewalks, affecting traffic order and the business operations of other households. Upon receiving the petition, the commune People’s Committee assigned the Economic Division to preside over and coordinate with the Market Management Board and relevant units to conduct physical inspections and verifications.
Đỗ Hùng Tiến, Deputy Head of the Economic Division of Tuần Giáo commune, stated: “Inspections showed that the citizen’s feedback was well-founded. The Economic Division advised the commune People’s Committee to request the Market Management Board to strengthen inspections and remind violating cases, while coordinating with functional forces to disseminate and mobilize small traders to strictly comply with market regulations, arrange goods in designated areas, and ensure order, environmental sanitation, and traffic safety.”
The resolution of the case not only addressed the public’s concerns but also contributed to reorganizing management in the market area. What residents hope for is that inspections and handling will be carried out regularly and objectively, ensuring that all business households strictly comply with regulations to create a civilized and fair business environment. Bùi Thị Nhài shared that she only hoped that the management of the market area would be maintained regularly to ensure fairness among business households.
This specific case shows that when the grassroots-level government proactively listens, objectively verifies, and promptly resolves issues, many emerging problems can be settled right from the start, mitigating prolonged complaints and lawsuits. This is also the motto identified by Tuần Giáo commune in implementing citizen reception work and resolving complaints and denunciations.
Quàng Văn Cương, Chairman of the Tuần Giáo commune People’s Committee, stated: “The commune always identifies citizen reception work as a regular task associated with upgrading the validity and efficiency of state management. The head of the commune People’s Committee strictly implements periodic citizen receptions, directly directs the review and settlement of cases within local jurisdiction, and requests specialized divisions to step up dialogues and physical verifications to ensure that resolutions align with legal regulations, objectivity, and local practical conditions.”
Concurrently, specialized divisions and boards are assigned clear responsibilities in receiving, classifying, and processing petitions. They also strengthen coordination with the Vietnam Fatherland Front Committee of the commune to master situations and reconcile emerging conflicts right at the grassroots level. Cases within local jurisdiction are prioritized for definitive settlement, while cases beyond their authority are guided or transferred to competent bodies for review in accordance with regulations.
Through the synchronous implementation of solutions, citizen reception and petition settlement work in the commune have achieved many positive results. In the first six months of 2026, the commune People’s Committee received 23 turns of citizens with 23 cases and processed 21 petitions, of which 17 met the conditions for handling. Among these, 12 petitions fell within local jurisdiction and were reviewed and settled in line with regulations, while 5 petitions were transferred to competent authorities.
Alongside petition resolution, Tuần Giáo commune focuses on disseminating and popularizing the law on citizen reception, complaints, and denunciations through conferences, residential area meetings, and the grassroots-level broadcasting system. This has upgraded public awareness of exercising their rights to petition, reflect, complain, and denounce in accordance with proper procedures and jurisdictions, while creating favorable conditions for functional organs during reception and handling processes.
Quàng Văn Cương noted: “Alongside the achieved outcomes, Tuần Giáo commune also recognizes several lingering difficulties, such as the uneven legal awareness among a section of the population, petitions still being sent to incorrect jurisdictions, and commune-level cadres holding concurrent roles across multiple fields. In the coming time, the commune will continue to step up dissemination, upgrade the capacity of the cadre contingent, strengthen coordination among specialized bodies, and proactively master situations right from the grassroots level to promptly resolve arising problems.”
Through proactive, responsible, and receptive approaches, Tuần Giáo commune is step-by-step upgrading the quality of resolving cases right at the grassroots level. This contributes to firmly maintaining political stability, social order, and safety, while creating the consensus needed to successfully realize local socio-economic development targets.
