With the motto of taking businesses and citizens as the center of service, the province proactively reviews and cuts intermediate steps, shortens dossier processing time, and simultaneously accelerates digital transformation in the management and provision of public services. Thereby, it enhances competitiveness, expands opportunities to attract investment, and creates momentum for socio-economic development.
Implementing Resolution No.14-NQ/TU dated December 31, 2025, of the Provincial Party Executive Committee on administrative reform, improving the business investment environment, and enhancing provincial competitiveness in the 2026 - 2030 period, with an orientation to 2035. The provincial Party Committee, People’s Council, and People’s Committee have promptly concretized the guidelines and resolutions of the Party and Government into mechanisms, policies, programs, plans, and tasks deployed to all levels and sectors in the province. This is done in a specific and practical direction, associated with more clearly defining the responsibilities of the heads with a proactive and drastic spirit, clearly assigning agencies, individuals, and responsibilities, ensuring systematic consistency from the provincial to the grassroots level.
Administrative procedure reform continues to be maintained and implemented according to regulations. Procedures across various fields continue to be announced, publicized, and internal processes are built to create more favorable conditions for citizens and organizations. The announcement and simplification of internal administrative procedures within the state administrative agency system are given attention and deployed widely. The work of reviewing, evaluating, and recommending competent authorities to amend and supplement internal procedures to facilitate the implementation process continues to be promoted to enhance labor productivity and the work resolution efficiency of state administrative agencies.
From December 15, 2025, to March 14, 2026, the province issued 57 decisions announcing a list of 955 administrative procedures. It promptly updated, posted, and publicized 795 procedures; and regularly urged the public posting of procedures on listing boards at public administrative service centers at all levels and on the web portals/pages of specialized agencies under the provincial People’s Committee and the People’s Committees of communes and wards according to regulations. Currently, the total number of effective administrative procedures in the province is 2,069, of which: specialized agencies under the provincial People’s Committee have 1,766 procedures, and the commune-level People’s Committees have 407 procedures.
Notably, the provincial People’s Committee issued Decision No.180/QĐ-UBND on January 29, 2026, announcing a list of 23 administrative procedures implemented under the “green channel” mechanism in the field of investment attraction for a number of key non-budget projects in the province. It issued decisions approving internal processes for resolving administrative procedures under the “green channel” mechanism towards comprehensively restructuring the processing workflow, streamlining dossier components and intermediate steps, clearly defining the responsibilities of each agency and unit in the 2-tier local government model, and shortening the resolution time by a minimum of 60% compared to regulations.
Thanks to stepping up administrative procedure reform in a substantive and effective manner, creating a clear “green channel” in receiving and resolving dossiers, Điện Biên province has gradually strongly improved the business investment environment. From there, more and more investors are coming to survey and implement projects in the area, opening up new development space, promoting economic growth, and creating more jobs for local residents.
This past March, Vestas Development A/S worked with the provincial People’s Committee on the orientation to develop wind power projects in Điện Biên province. Based on a survey of potential and practical conditions, the company proposed investing in 2 wind farm projects in Mường Ảng and Điện Biên Đông. This not only shows the increasingly clear attraction of the province’s investment environment but also opens up expectations for effectively exploiting renewable energy potential, contributing to promoting green and sustainable growth for the province in the coming time.
The provincial Public Administrative Service Center and 45 out of 45 commune-level public administrative service centers operate smoothly, promptly receiving and resolving administrative procedures. The service attitude of officials and civil servants is highly appreciated, and most dossiers are resolved on and before the deadline. The contingent of officials, civil servants, and public employees in the province has actively promoted a sense of responsibility and solidarity, proactively overcoming difficulties to well complete assigned tasks.
According to statistics, specialized agencies under the provincial People’s Committee received a total of 9,048 dossiers and resolved 8,051 dossiers, with 100% resolved on or before the deadline. Commune-level People’s Committees received 36,525 dossiers and resolved 35,748 dossiers; of which 35,724 dossiers were resolved on or before the deadline (accounting for 99.9%).
“We determine that every official must uphold a standard attitude and provide dedicated guidance so that citizens feel most satisfied when coming to carry out procedures,” Bùi Quang Định, Vice Chairman of the People’s Committee, Director of the Nà Hỳ commune Public Administrative Service Center said.
Particularly, currently 100% of eligible administrative procedures are provided as online public services and integrated and supplied on the National Public Service Portal, creating favorable conditions for organizations and individuals when resolving tasks, increasing openness and transparency. Statistics of 18 figures on the National Public Service Portal show: the rate of online dossiers out of total administrative procedure dossiers reached over 90%; the rate of online payment dossiers reached over 90%.
“When coming to work, officials guide clearly and enthusiastically; dossiers are received and processed according to the right procedure, no longer requiring multiple trips as before. Thanks to that, people save a lot of time and costs,” Cà Văn Phương, Co Mỵ village, Thanh Nưa commune said.
Administrative procedure reform, focusing on simplifying processes, shortening resolution time, and improving service quality, is becoming an important lever for Điện Biên province to improve its business investment environment. When the “green channel” is established synchronously, transparently, and effectively, it not only creates convenience for citizens and businesses but also contributes to consolidating trust and increasing the province’s attractiveness to investors.
