Raising legal awareness for locals in Điện Biên

ĐBP - Law plays a particularly important role, serving both as an effective state management tool and creating a safe, reliable, and favorable legal corridor for socio-economic development. In recent years, thanks to diverse information dissemination, dissemination, and legal education work, the political security situation and social order and safety in Điện Biên province have always been maintained, allowing people to work and produce with peace of mind.

Clear roads, open sidewalks, and raised public awareness of law observance are the results following the campaign to restore traffic safety corridors by the police force in the central villages of Búng Lao commune, along National Highway 279 on November 25. With an approach combining reminders and information dissemination, dozens of households voluntarily dismantled roofs, advertising signs, and obstacles encroaching on the roadway and sidewalks, while signing commitments to use sidewalks and roadways for their intended purposes.

Lò Văn Hương, from Trung Tâm village, Búng Lao commune, shared: After being guided by police officers, my family clearly understood that encroaching on the traffic corridor is both unsightly and poses a potential accident risk. Therefore, we proactively dismantled the entire roof section exceeding regulations. Along with that, we do not let business items encroach on the sidewalk.

With 69.074km of border line, uneven population distribution, and many villages located far from the commune center, ensuring security and order and fighting against all types of crimes is always an important task of special interest to the party committee and authorities of Sín Thầu commune. Every year, adhering to the directing spirit and plans of all levels regarding national defense and security work, the party committee, authorities, and mass organizations, especially the police and border guard forces, regularly stay close to the grassroots to proactively grasp the border and inland situation, timely detecting, fighting, preventing, and defeating all plots and sabotage activities of hostile forces.

Along with that, promoting the information dissemination and education of laws, Party guidelines, and State policies and laws to the people through integration into village meetings and self-management groups; clearly stating the methods and tricks of various types of crimes so that the people know, heighten vigilance, and prevent them. Currently, the commune is maintaining 21 models of mass organizations protecting security and order and 21 security and order groups at the grassroots level in 21 villages well.

Nguyễn Văn Thắng, Chairman of the People’s Committee of Sín Thầu commune, stated: Integrating information dissemination, and legal education work, the commune party committee and authorities lead and direct functional forces to launch the movement “All people protect National Security” deeply and widely. Thanks to that, people are more aware of their responsibilities in protecting local security, proactively coordinating with the police force, and providing many valuable sources of information, helping functional agencies timely handle incidents right from the grassroots level.

Implementing synchronous solutions, over the past 5 years, the functional forces of Sín Thầu commune have coordinated to detect and handle 26 cases involving 37 subjects, including 21 cases of illegal entry; 13 drug-related subjects; 2 subjects related to economy and environment, and 2 subjects related to social order.

Promoting information dissemination, and legal education through many practical methods and actions, the provincial Military Command, in its role as the Standing Agency of the Steering Committee for Project 1371 on “Promoting the role of the People’s Army force participating in legal education dissemination and mobilizing people to obey the law at the grassroots level,” has directed subordinate units to coordinate in promoting information dissemination of the Law on Military Service and guiding agencies and units to organize the “Law Day” seriously and effectively. Legal dissemination and education work is deployed diversely and flexibly, combining direct information dissemination with visual and vivid forms such as: Panels, slogans, bulletin boards, internal radio, dramatization, forums, seminars... The Provincial Military Command also promotes the application of information technology in information dissemination, creating 18 audio files and 6 legal information dissemination videos; renewing over 345 panels and posters; and distributing over 2,500 leaflets directly to the people...

Based on the province’s direction, every year, all levels and sectors have coordinated to organize many activities directed towards the grassroots, creating conditions for people to access the law in a favorable and substantive way. In particular, with the role of a standing agency, the Provincial Council for Coordination of Legal Dissemination and Education has advised the provincial People’s Committee to issue many documents directing and implementing legal dissemination and education tasks, or integrating implementation with programs and schemes such as: The National Target Program on drug prevention and control and crime prevention and control; the Scheme “Information dissemination of laws on anti-corruption”; the Scheme “Minimizing child marriage and consanguineous marriage in ethnic minority areas”; and the Scheme “Strengthening legal dissemination and education to raise legal awareness for teenagers and youths”. Thereby contributing to bringing the law closer to the people, raising the awareness and responsibility of each individual in obeying the law, maintaining security and order, and building a new cultural life in residential areas.
