The Congress’s Resolution defines the overall goal: “To continue enhancing the leadership capacity and combat strength of the Party Committee; promoting the great national unity strength; effectively exploiting potential and advantages; boosting socio-economic development; improving the material and spiritual lives of the people; firmly maintaining political stability, ensuring national defense and security, and steadfastly protecting national territorial sovereignty; expanding foreign relations and international integration. Striving to develop Điện Biên into a green, smart, and sustainable province and to become a fairly developed province in the region.”

The Congress has agreed on 22 specific targets, 10 key tasks, and 3 strategic breakthroughs to serve as a guiding compass for the entire political system’s actions. These include many important goals such as: Striving for an economic growth rate of 10-11% per year; achieving a GRDP per capita of VND 115 million by 2030; and a labor productivity of VND 193 million/worker (at current prices). Total budget revenue in the area is targeted to be over VND 5,000 billion by 2030. Total social investment capital for the 2026 - 2030 period is set to reach VND 231,000 billion. The ratio of realized investment capital in the area to GRDP is targeted at 56.42%.

Provincial Party Secretary Trần Tiến Dũng emphasized in his closing speech at the Congress: “The goals of our province’s Party Committee and people in the coming years are immense, and the tasks are extremely heavy, requiring the entire province to be united in will and action, to promote democracy, and to maintain discipline. With high determination and a spirit of innovation and creativity, Điện Biên will surely continue to rise strongly and create new miracles.”

To achieve that goal, the provincial Party Secretary requested that after the 15th provincial Party Congress, all levels of party committees, governments, departments, sectors, and socio-political organizations urgently develop specific implementation plans, thoroughly study and grasp the Congress’s Resolution to communicate it to all officials and party members throughout the province, and widely disseminate it among the people. This is to create consensus, unity, and trust, forming a new driving force to quickly bring the Resolution of the 15th provincial Party Congress to life.

After the congress, the communication and dissemination of the Resolution have been carried out by party committees and authorities at all levels in many vivid, easy-to-understand, and memorable forms. From conferences to study the resolution and party cell meetings to digital platforms like Zalo, Facebook, and the fanpages of communes and wards, all are filled with images, slogans, articles, and quotes from provincial leaders, spreading the spirit of the Congress among the people.

Ms. Ngô Thị Ngân, Secretary of the Party Cell 4B in Ten B village, Mường Thanh ward, shared: “By following the media, I have grasped the spirit and core content of the Congress. In my role, I will actively communicate and mobilize the people in my group to implement the resolution, especially in the fields of education, health, culture, and social security.”

With the spirit of “new determination, new action,” the atmosphere of implementing the Resolution has become a vibrant emulation movement from the provincial to the grassroots level.

Focusing resources to invest in developing transport infrastructure in a synchronous and gradually modern direction was one of the three strategic breakthroughs set in the Resolution of the Điện Biên provincial Party Congress for the 2020 - 2025 term. Over the past five years, Điện Biên province has allocated nearly 21% of its local budget and over 43% of public investment capital from the central budget to this sector. As a result, many key routes connecting major national highways have been completed, forming an interconnected transport network and creating momentum for local socio-economic development.

For the 2025 - 2030 term, mobilizing maximum resources for socio-economic infrastructure development continues to be one of the province’s three strategic breakthroughs. Mr. Bùi Văn Luyện, Director of the Department of Construction, said: “Among the three strategic breakthroughs identified by the Congress, developing infrastructure is the foremost key task. The Department of Construction will coordinate closely with other departments, sectors, and localities to advise the provincial People’s Committee on prioritizing resources for synchronous implementation, ensuring this breakthrough brings practical effectiveness.”

In parallel with infrastructure investment, the province has determined that agriculture will continue to play the role of a “pillar of support” for the economy. In the 2021 - 2025 period, Điện Biên’s agriculture achieved a growth rate of 4.1%/year, accounting for about 13.65% of GRDP and playing an important role in stabilizing the socio-economy and improving people’s lives.

Entering the 2026 - 2030 period, the province aims to develop agriculture and forestry in a modern direction, applying science and technology and forming concentrated, high-value commodity production zones. It strives to achieve a total value of agricultural, forestry, and fishery products of VND 3,057 billion by 2030, with 40,000 hectares of macadamia and 20,000 hectares of coffee. The forest coverage rate is targeted at 47%, 60% of communes are to meet new rural standards, and the poverty rate is to be reduced by an average of 3%/year.

Mr. Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, said: “To achieve the above goals, the agricultural sector has identified many synchronous solutions. The focus is on completing the development orientation for key products, promoting the application of science and technology and digital transformation, and supporting cooperatives and businesses to develop production along value chains. We will also focus on attracting investment in deep processing to create added value for agricultural products. These orientations will help increase income for rural people and at the same time create a solid foundation for the province to develop a green, sustainable economy.”

In the highland border commune of Sín Thầu, the westernmost point of the country, the party committee, government, and local people have begun implementing the resolution through concrete actions. Mr. Đặng Thành Huy, Secretary of the Sín Thầu commune Party Committee, shared: “Immediately after the Congress, we organized sessions to thoroughly communicate the Resolution to all officials, party members, and the public. For the 2025 - 2030 term, the commune will focus on developing the economy in the border area in conjunction with ensuring national defense and security, determined to complete the targets set by the resolution.”

The spirit of action after the Congress is spreading strongly from urban to rural areas, from city centers to the border regions. Every official, party member, and citizen clearly recognizes their responsibility in realizing the development aspirations of their homeland.

On this new path, Điện Biên faces many opportunities and advantages, but also no small number of difficulties and challenges. However, with its resilient revolutionary tradition, spirit of unity, and strong will to rise, the entire Party Committee, government, and people of Điện Biên province are joining forces, united in their determination to turn the Resolution of the 15th provincial Party Congress into concrete achievements. From developing synchronous infrastructure, attracting investment, developing the digital economy, and improving the quality of human resources to enhancing the material and spiritual lives of the people, all will be implemented urgently and effectively right from the first days of the new term.

With high political determination, decisive and creative action, and a spirit of aspiration to rise, Điện Biên is confident it will create strong breakthroughs, building an increasingly prosperous, civilized, and modern province, and advancing steadfastly with the whole country on the path to building a prosperous and happy Vietnam.
