Provincial Party chief inspects progress of Si Pa Phìn commune Inter-level Primary - Secondary School project

ĐBP - On October 24, comrade Trần Tiến Dũng, Secretary of the Điện Biên provincial Party Committee, conducted an inspection of the Si Pa Phìn commune Inter-level Primary - Secondary School project.

Joining the working group were comrades: Vừ A Bằng, Member of the Standing Board of the provincial Party Committee and Vice Chairman of the provincial People’s Committee; and Nguyễn Sỹ Quân, Member of the Standing Board of the provincial Party Committee and Chairman of the provincial Party Committee’s Inspection Commission.

The Si Pa Phìn commune Inter-level Primary - Secondary School construction investment project has a total investment of VND 228.5 billion. The work is designed to be modern, including 31 classrooms to meet the learning needs of more than 1,000 students (15 primary school rooms, 16 secondary school rooms); 14 subject-specific classrooms, an educational equipment room, a school counseling and inclusive support room for students with disabilities, a library, a multi-purpose hall, and a cultural house. The boarding area will have about 120 student rooms, 15 official duty rooms for teachers, along with a kitchen system, bathrooms, toilets, a football field, and a swimming pool.

After nearly three months of construction, the project is being urgently implemented across all components. The ground leveling work is about 97% complete, and the construction and installation volume has reached about 45%. For the B1 and B2 subject-specific classroom blocks, the concrete for columns and floors has been poured and the walls have been built up to the third floor, with the roof section currently under construction. For the classroom, administration, and boarding area blocks, the concrete pouring and wall construction for the first and second floors have been completed, and scaffolding is being installed to construct the third-floor slab. For the multi-purpose hall, swimming pool, and cafeteria, the foundations have been completed.

A representative of the Project Management and Land Fund Development Board for Area 5 reports to provincial Party Secretary Trần Tiến Dũng on the project’s implementation progress.

To ensure progress, the contractor has mobilized maximum manpower and equipment, with nearly 300 workers, 9 excavators, 9 trucks, 2 mixing stations, 3 concrete pump trucks, 1 tower crane, and one 70-ton crane working continuously on the site.

Regarding the implementation capital, the project has so far been allocated VND 100 billion out of VND 228.5 billion. The cumulative disbursement has reached 93.3% of the assigned capital plan.

The Project Management and Land Fund Development Board for Area V and the construction unit have made recommendations to resolve some difficulties during the project’s implementation. They have requested that the provincial People’s Committee send a document to seek an opinion from Hanoi to soon allocate sufficient capital for the project, and to upgrade the approximately 500m section of National Highway 4H that passes the school to synchronize it with the new building.

Provincial Party Secretary Trần Tiến Dũng requests that the provincial People’s Committee, departments, sectors, and related agencies and units make every effort to ensure the project is completed on schedule.

Provincial Party Secretary Trần Tiến Dũng acknowledged and praised the spirit of responsibility and the efforts of the investor, the construction unit, and related agencies during the project’s implementation. The provincial Party Secretary commended the collective of officials, engineers, and workers who are staying on the construction site day and night, and encouraged the entire force to continue overcoming difficulties to ensure the project’s progress and quality.

Based on the recommendations from the units and the opinions of delegates at the working session, provincial Party Secretary Trần Tiến Dũng requested that the provincial People’s Committee proactively arrange and ensure there is no shortage of capital for the project. In case Hanoi City has not yet transferred the funds in time, the relevant departments and sectors must promptly advise the provincial People’s Committee to advance capital so that construction is not interrupted.

The provincial Party Secretary also required the relevant departments and sectors to coordinate closely and soon agree on resolving the remaining obstacles, avoiding multiple project adjustments that could affect the schedule. As for the investor and contractor, they must continue to maintain high focus and strive to complete the project on schedule, ensuring quality and safety, and meeting the expectations of the province and the local people.
