At the 24th meeting of the 14th provincial Party Committee held on June 4, participants focused their discussions on the second draft of the political report to be presented at the upcoming Congress. This session marked a pivotal step toward finalizing the Congress’s core document, one that outlines the province’s vision, strategic direction, and development aspirations for the coming term.

From the outset, the drafting of the political report has been organized in a systematic and in-depth manner. Each component and task has been handled in a logical sequence with careful attention to both content and methodology, evident through meetings and discussions held by the Congress’s document subcommittee. This rigorous approach ensures both scientific precision and a sense of responsibility in every detail.

The second draft of the political report, themed “Further strengthening the leadership and combat capacity of the Party; promoting national unity; effectively tapping into the province’s potential and advantages; accelerating socio-economic development; safeguarding national defense and security; building a province of rapid and sustainable growth”, has been praised for its spirit of innovation, continuity, and progress. It reflects Điện Biên’s readiness to enter a new stage of development, one filled with both opportunities and challenges, requiring long-term vision, practical targets, and specific measures to turn potential into sustainable growth drivers.

Accordingly, the draft not only reviews achievements from the past term but also clearly outlines the province’s development trajectory in the years ahead, focusing on shifting the growth model, making breakthroughs in infrastructure, building a high-quality workforce, and improving local governance.

A notable highlight is the comprehensive and detailed system of targets set for the new term. These 22 key indicators span economic, cultural, social, environmental, infrastructure, defense, security, and political domains. Notably, the inclusion of five strategic breakthroughs and 21 major projects and programs goes beyond formality. These initiatives are designed to be feasible and deeply rooted in the province’s priority areas. Standout projects include attracting investment to develop the Điện Biên Phủ - Pá Khoang national tourist area; completing procedures to launch the Sơn La - Điện Biên - Tây Trang border gate expressway project (Phase 1); and upgrading National Highways 279 and 4H to improve connectivity with northern Laos and China.

In tandem with drafting the key documents, the province has demonstrated a strong political will through its inclusive and consultative process. The document Subcommittee has sought feedback on the second draft of the political report from veteran revolutionaries, retired provincial leaders, scholars, artists, scientists, and representatives from various social groups. All feedback is to be compiled by June 25, 2025. Document review and printing will be completed by October 1, 2025, following necessary procedures and the Politburo’s review.

Alongside the documents, logistical arrangements for the Congress are being carefully planned by the logistics Subcommittee. These include facilities, delegate reception, venue decoration, public communications, security, and healthcare. Each task is being prepared to ensure efficiency, solemnity, and compliance with regulations, all while being practical and cost-effective, contributing to the overall success of this major political event.

At the third meeting of the logistics Subcommittee, Standing Deputy Secretary of the provincial Party Committee Mùa A Sơn emphasized that logistics is not merely about service, it plays a vital role in inspiring public confidence. “When citizens see that the Congress is organized thoughtfully and solemnly, it strengthens their belief in the Party’s renewal spirit and determination to act”, he said. Therefore, everything from meeting room arrangements and protocol to accommodation, healthcare, and security must be carried out with clear responsibility, thorough planning, and a balance of frugality and dignity.

From drafting documents and gathering public input to logistical planning and organization, every aspect of preparation is proceeding on schedule, reflecting the seriousness and sense of duty embraced by the entire political system, particularly under the leadership of the Standing Board of the provincial Party Committee, along with relevant advisory bodies.

These meticulous preparations for the 15th provincial Party Congress, 2025-2030 term, are more than a prerequisite for a successful political event, they represent a strong, steady step forward in reinforcing public trust in the Party’s leadership, as demonstrated by the care taken in every phase of this critical process.
