Police force boosts digital transformation, serves the people

ĐBP - The year 2025 has special significance in completing the goals of the national digital transformation program and implementing the Party’s resolutions on the development of science, technology, innovation, and building a modern administration.

Deeply grasping those guidelines, the Điện Biên provincial Police determined that digital transformation is not only an inevitable trend but also a fundamental solution to improve the validity and effectiveness of state management on security and order, innovate methods of serving the people, and meet task requirements in the new situation, especially in mountainous and border areas with many difficulties.

Essential requirement to ensure security and order

Điện Biên is a border province with a particularly important strategic position regarding national defense and security; it has a large area, fragmented terrain, scattered population, and a disparity in technology access levels between regions. In that context, the task set for the police force is not only to maintain stability in security and order but also to innovate thinking and management methods, improve the quality of service to the people, and shorten the gap between the government and the people, and between favorable and difficult regions.

Stemming from practical requirements, digital transformation is identified by the provincial Police as a central and continuous task, associated with administrative reform and building a regular, elite, and modern police force. With a proactive and drastic spirit, closely following the direction of the Ministry of Public Security, the provincial Party Committee, and the provincial People’s Committee, the provincial Police focused on reviewing, updating, and correcting population data, ensuring the database is always “correct, sufficient, clean, living,” effectively serving both security and order management and administrative procedure settlement.

To date, the Điện Biên Police leads the nation in cleaning judicial record files; the rate of receiving and resolving online public service dossiers is maintained at a high level, reaching about 98%, with many fields reaching 100% such as: residence registration and management; issuance and management of identity cards; management of conditional business lines on security and order; seal registration and management; and management of weapons, explosives, and support tools. Particularly, Điện Biên is the leading locality in the country regarding the number of electronic identity accounts issued to organizations, with over 1,000 accounts being exploited and used effectively in providing digital services.

Seriously implementing the direction of the Ministry of Public Security, the provincial Party Committee, and the provincial People’s Committee, the provincial Police have been deploying digital transformation tasks synchronously with a consistent viewpoint: Taking people and businesses as the service center; taking people’s satisfaction as the measure of effectiveness.

Prominent is the promotion of applying the National Database on Population, chip-based citizen identity cards, and implementing Project 06 of the Government. Many administrative procedures that previously required multiple trips are now resolved quickly and conveniently through the digital environment, contributing to reducing social costs and saving time for people, especially compatriots in remote and isolated areas.

Currently, 100% of public services under the authority of the police force are provided fully online, connected to the National Database on Population, allowing people to perform administrative procedures right in the digital environment without presenting unnecessary manual papers. Level 3 and 4 online public service systems are deployed widely in fields such as: residence registration, identity card issuance, immigration management, fire prevention and fighting, traffic safety and order, judicial records, etc.

As of December 14, 2025, the provincial Police received and processed over 98.28% of online public service dossiers, and the rate of dossiers resolved on time always reached 98 - 99%, clearly demonstrating the substantive effectiveness of digital transformation in serving the people. Connecting and sharing data with other sectors and fields also helps people conveniently look up information on health insurance, social security, education, etc., right on the VNeID platform.

Along with that, the provincial Police focuses on digitizing professional records, applying information technology in residence management, management of conditional business lines on security and order, handling administrative violations, receiving and resolving crime reports and denunciations, step by step forming a working method based on data, science, accuracy, publicity, and transparency.

Prevention and fighting crime in digital space

Digital transformation is not only a solution to improve the effectiveness of state administrative management but has also become an important pillar in the prevention and fighting of various types of crimes, especially high-tech crimes, cybercrimes, and cross-border drug crimes - non-traditional security challenges that are increasingly complex in a border province like Điện Biên.

Through effectively exploiting population data and professional data, Điện Biên provincial Police detected, investigated, and handled hundreds of cases related to crimes and law violations in cyberspace, among which emerged acts of fraud to appropriate property via social networks and impersonating functional agencies. The police force across the province established and successfully fought many major drug projects, arresting hundreds of subjects, seizing over 50kg of drugs of all kinds, contributing to effectively preventing transnational drug transport rings across the border.

The above results clearly affirm the effectiveness of shifting from traditional fighting methods to methods based on data, technology, and digital analysis, helping the police force proactively grasp the situation, forecast accurately, and avoid passivity or surprise in all situations.

Reality shows that technology only truly promotes value when people are ready to change their thinking and working methods and have enough capacity to master the digital system. Clearly determining that, the provincial Police pays special attention to developing digital human resources.
