Accompanying the delegation from Điện Biên province were Trần Quốc Cường, provincial Party Secretary; Trần Tiến Dũng, Deputy provincial Party Secretary; Lê Thành Đô, Deputy Provincial Party Secretary and Chairman of the provincial People’s Committee; and Lò Văn Phương, Chairman of the provincial People’s Council.
Prime Minister Phạm Minh Chính visited local residents, offering words of comfort and presenting relief gifts. Expressing his deep condolences to the families of those who lost their lives, the Prime Minister encouraged them to overcome their grief, remain strong, and work towards restoring normal life as soon as possible.

Inspecting the disaster site, the Prime Minister commended the dedication, responsibility, and tireless efforts of the armed forces, police, and local authorities, who braved dangers and hardships to carry out rescue operations and support affected communities.
While on-site, the Prime Minister urged swift implementation of urgent measures to overcome the disaster’s consequences. He emphasized ensuring road safety, healthcare and medical services, public health, resumption of educational activities, and stable housing for flood-affected residents. The Prime Minister also directed ministries and relevant agencies to coordinate closely with local authorities to ensure that no residents face shortages of food, medicine, or clean water, and to prevent disease outbreaks in the aftermath of the flood.
The Prime Minister presented gifts and offered encouragement to the frontline forces, urging them to continue overcoming challenges to fulfill their missions and support residents in recovery efforts.
