From task assignment and progress tracking to evaluating output deliverables, every step is linked with individual responsibility, thereby contributing to enhancing the operational efficiency of local government and service quality for the people.
Tasks are assigned specifically to each cadre and civil servant according to functions, duties, and job positions, with clear completion deadlines. Weekly, monthly, and quarterly, leaders of the commune People’s Committee monitor execution progress via work plans, regular briefing meetings, and the task management system. A notable feature of Phình Giàng’s approach is defining work deliverables from the very beginning. The commune establishes a list of work deliverables at the start of each quarter, clearly defining goals and targets to be attained based on each cadre’s functions as a basis for monthly and quarterly evaluation and grading. Consequently, the requirements of “clear personnel, clear duties, clear responsibilities, clear timelines, and clear deliverables” are progressively concretized throughout administration and management.
Execution results are examined against criteria covering volume of completed work, progress, quality of deliverables, sense of responsibility, and resolution efficiency. For assignments directly related to citizens, public satisfaction levels are also designated as key evaluation criteria.
Along with that, the commune accelerates technological applications in cadre management and workflow handling. The commune People’s Committee has updated records on civil servant and public employee database software while maintaining document and dossier processing in the digital environment. Utilizing the document management and administrative system has progressively transformed work habits, reduced paper document usage, and enhanced timeliness in information exchange.
Lò Thị Niên, Deputy Head of the Office of the People’s Council and People’s Committee of Phình Giàng commune, stated that evaluating cadres and civil servants based on task performance results has transformed working methods and mindsets in executing duties. She proactively develops monthly and quarterly work plans, thereby gaining greater initiative in implementation while elevating the quality and efficiency of assigned tasks.
At the Public Administrative Service Center of Phình Giàng commune, task performance efficiency is demonstrated through concrete results. Since the beginning of the year, the locality has received and processed over 1,299 administrative procedures, with total settled dossiers reaching 1,229, including 1,197 dossiers settled ahead of time. This outcome indicates that most dossiers are processed ahead of deadlines, while serving as concrete data to track cadre task progress. Rather than making generalized assessments of dedication, file processing speed is reflected through specific, quantifiable, and verifiable deliverables.
Chá A Sình, Head of the Socio-Cultural Office of Phình Giàng commune, stated that implementing the new cadre assessment policy, the Socio-Cultural Office coordinated with the Party Building Board to build an evaluation criteria framework. On that basis, each cadre drafts monthly and quarterly task plans. Relying on registered plans and arising duties, units monitor deliverables, progress, and work quality. Execution results serve as a foundation to evaluate cadres objectively, avoiding generalized assessments.
Practical execution also reveals certain difficulties. Following administrative mergers, heavy workloads and concurrent appointments for many cadres and civil servants have emerged, while some newly arising tasks remain difficult to quantify using specific indicators. Internet network and information technology systems have occasionally experienced sluggishness, impacting dossier processing. To overcome these bottlenecks, the commune People’s Committee continues reviewing and finalizing evaluation criteria for each job position, strengthening professional guidance and training on task management software, and enhancing the responsibility of unit heads in inspection, supervision, and timely troubleshooting.
Cà Văn Thao, Chairman of the People’s Committee of Phình Giàng commune, stated that the guiding principle in assigning tasks entails inspection, supervision, specific roadmaps, and precise timelines, while identifying clear personnel, clear duties, clear schedules, and clear output deliverables. Consequently, evaluating cadres by output deliverables has created a distinct shift in the operations of the commune People’s Committee. This evaluation method guarantees substantiveness, openness, and transparency, motivating cadres and civil servants to proactively fulfill their assigned missions. It also provides a basis for leadership to accurately assess the competence and sense of responsibility of each individual, thereby providing orientation for cadre planning and appointment.
Moving forward, Phình Giàng commune will continue refining its evaluation criteria system to ensure concreteness, clarity, and suitability for each job position, while stepping up technology applications in task assignment, progress tracking, and outcome assessment. Concurrently, evaluation results will remain closely linked with emulation, commendation, training, planning, and cadre utilization.
