People’s security front: 20 years of building trust in Điện Biên

ĐBP - It has been 20 years since the “All people protect national security” movement was launched in Điện Biên province. Over that time, the campaign has spread widely and taken root across communities, from the provincial capital to remote border villages. It has become a bright spot in strengthening grassroots security, helping maintain political stability and public order.

In recent years, the provincial Party Committee, People’s Council, People’s Committee and Việt Nam Fatherland Front Committee of Điện Biên have given strong leadership to implementing the Party and State’s policies on public security. The provincial police have stayed close to the grassroots, chosen effective ways of outreach, and mobilized citizens to participate. The campaign has been closely tied to other movements such as “All people unite to build a cultural life” and “Joining hands to build new rural areas”, creating strong community impact and raising public awareness of protecting security from the ground up.

Every year, the “All people protect national security” festive day is held with solemn ceremonies and festive activities. Local events draw large crowds of officials and residents, with vibrant performances, sports, and forums where police listen to citizens’ opinions. Activities such as campaigns to collect weapons and explosives, or giving gifts to disadvantaged families, have strengthened community consensus and solidarity.

In Mường Phăng commune, the 2025 celebration was held in a lively, warm atmosphere. From early morning, residents flocked to the commune center along streets decorated with flags, flowers, and banners. Pride shone on people’s faces as they joined the festival. Ethnic dances, the sound of the Mông khèn flute, and enthusiastic applause created a spirited scene of cultural identity and unity. People also directly shared their concerns and suggestions for building a safer, more prosperous community.

The movement has continued to expand. Across the province, more than 1,440 grassroots security teams with over 4,300 members are operating effectively. Initiatives such as neighborhood security cameras, fire-prevention networks, and “crime- and drug-free residential areas” have been widely replicated. Police, as the core force, work with local organizations to provide legal education and awareness campaigns on issues like drug crime, human trafficking, illegal weapons, immigration management, and border security. Each citizen is seen as a “soldier” in safeguarding their own community.

In the past, Nà Tấu commune was a security hotspot with theft and drug problems. Thanks to close leadership from the Party Committee and local authorities, along with strong cooperation between police and residents, the situation has improved significantly.

Major Lò Văn Thiêm, head of Nà Tấu commune police, said: “Building on past results, after restructuring the local government system, we assigned officers directly to villages to monitor the situation and listen to residents. Issues raised by the people are taken seriously and resolved thoroughly.”

The cooperation between the police and the provincial Việt Nam Fatherland Front has been reinforced through practical movements such as “All people unite to build cultural life in residential areas”, “Joining hands for new-style rural development and civilized urban areas”, “Working together to eliminate temporary housing”, and “Leave no one behind”. These activities not only strengthen social consensus but also lay a sustainable foundation for grassroots security.

According to Pờ Diệu Ninh, Vice Chairwoman of the provincial Việt Nam Fatherland Front Committee, in the first six months of 2025, the organization held 578 voter meetings with over 42,000 participants, gathering more than 1,200 opinions and petitions. Nearly 1,460 mediation groups with 8,000 mediators were set up, successfully resolving 176 out of 207 disputes, an 85 percent success rate. Complaints and denunciations were also promptly addressed, strengthening public trust.

The provincial Việt Nam Fatherland Front Committee and its member organizations have also mobilized people to sustain and expand community crime-prevention models such as “Peaceful clans”, “Safe villages”, “Self-managed security groups”, and “Drug-free families and neighborhoods”. These models not only raise awareness but also build grassroots core teams that promote security, family happiness, and community stability.

Over two decades, the “All people protect national security” movement in Điện Biên has become a powerful demonstration of unity in safeguarding the nation. It has driven local innovation in security work, ensured stability, and contributed to building a richer, more modern, and civilized homeland.
