These movements have aroused the pride of the “heroic Điện Biên Phủ,” strengthened solidarity, encouraged overcoming difficulties, and promoted internal strength to successfully achieve socio-economic development goals and tasks, ensure national defense and security, and move Điện Biên province toward sustainable development.

With the theme “Solidarity, discipline, innovation, creativity, emulation for rapid and sustainable development of Điện Biên province,” in the 2020-2025 period, the province has focused on leading and directing the implementation of patriotic emulation movements. Despite many challenges, with the spirit of “the more difficult, the more we must emulate,” all levels, sectors, and localities have made strong efforts. Thanks to the participation of the entire political system, economic sectors, and all classes of people, patriotic emulation movements in the province have been implemented comprehensively across fields, creating strong momentum for socio-economic development.

Notably, the province effectively carried out the movement “The whole country unites, joins hands, and emulates to prevent, combat, and triumph over the Covid-19 pandemic.” Proactive in responding and adapting safely and flexibly to live with Covid-19, Điện Biên prioritized protecting public health while simultaneously developing the economy and society and controlling the pandemic. As a result, Covid-19 was well contained, vaccination campaigns were carried out promptly, and social resources were mobilized for pandemic prevention and control.

Implementing the movement “The whole country joins hands to build new-style rural areas” for the 2021-2025 period, the province launched and integrated it with major programs and projects such as the “Project on restructuring the agricultural sector toward enhancing added value and sustainable development” and the “Program on preserving and developing traditional crafts and craft villages linked with OCOP products and rural, agricultural tourism in Điện Biên province, 2021-2025 with an orientation to 2030.” At the same time, people were encouraged to donate land, contribute funds, and provide labor for building new rural areas. Thanks to this, rural areas have visibly transformed, infrastructure has received more investment, living standards have improved, and the number of communes meeting and approaching new-style rural standards has increased year by year.

To concretize the goals of sustainable poverty reduction, social security, and raising incomes, the province effectively implemented the movement “For the Poor - Leave No One Behind” for the 2021-2025 period. This movement received active response from authorities, enterprises, and the people. Through it, poor and near-poor households changed their awareness, mindset, and practices, making efforts to sustainably escape poverty. Many poor households voluntarily wrote applications to withdraw from the poverty list. By 2025, the province’s multidimensional poverty rate is estimated to fall to 17.66%, an average annual reduction of 3.97%.

Under the emulation theme “Promote the development of modern and synchronized infrastructure; practice thrift and combat waste,” the province invested in and accelerated key projects such as Điện Biên Airport, the Arterial Road, the provincial Guest House, and the renovation and restoration of historical relics to serve the 70th anniversary of the Điện Biên Phủ Victory.

Responding to the movement “Join hands to eliminate makeshift and dilapidated houses nationwide in 2025,” the entire political system was mobilized. Localities adopted flexible, context-appropriate methods to accomplish targets. By the end of August 2025, Điện Biên had completed the elimination of makeshift and dilapidated houses in the province, with over 7,360 houses built for revolution contributors, poor households, and disadvantaged people.

According to Ms. Bùi Thị Quế Anh, Deputy Director of the Department of Home Affairs: Along with major movements, the provincial People’s Committee also launched specialized and regular emulation movements. Typical examples include the special emulation movement to celebrate the 70th anniversary of the Điện Biên Phủ Victory (7/5/1954-7/5/2024); the 115th anniversary of the establishment of the province (28/6/1909-28/6/2024); and the 75th anniversary of the establishment of the Provincial Party Committee (10/10/1949-10/10/2024), with the theme “Self-reliance, resilience, democracy, discipline, solidarity, creativity, emulation for rapid and sustainable development of Điện Biên province.” Another notable one is the “Digital Transformation Emulation Movement 2023-2030.” These movements have been widely implemented across all fields, generating strong momentum and clear results, contributing to the province’s overall achievements. Many outstanding collectives and individuals have emerged, receiving commendations and serving as role models.

With enthusiasm and vibrancy, patriotic emulation movements in Điện Biên province have been extensively carried out, positively impacting the fulfillment of local goals and tasks, and truly becoming a driving force for development. The results of these movements have enabled the province to effectively implement its strategic breakthroughs, key tasks, and main targets in the 2020-2025 term. The economy continues to grow, with structural shifts in the right direction; socio-economic infrastructure is gradually improved; culture and society make clear progress; social security is ensured; great national unity is consolidated; defense, security, and social order are maintained.

At the same time, the province has effectively streamlined the political apparatus and adopted the two-tier local government model, better serving the people and local development. Building on the tradition of the heroic Điện Biên Phủ, the province continues to strive for rapid and sustainable growth, advancing together with the nation into a new era.
