Party General Secretary Tô Lâm visits and works in Si Pa Phìn commune, Điện Biên province

ĐBP - On the afternoon of July 26, shortly after landing at the Điện Biên Airport, Party General Secretary Tô Lâm and the accompanying delegation inspected the operations of the local political system and visited ethnic communities and policy beneficiary families in Si Pa Phìn commune, Điện Biên province.

Joining the delegation were Politburo members: Lê Minh Hưng, Secretary of the Party Central Committee, Head of the Central Organization Commission; Nguyễn Duy Ngọc, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission; Nguyễn Xuân Thắng, Director of the Hồ Chí Minh National Academy of Politics; General Phan Văn Giang, Minister of National Defense; General Lương Tam Quang, Minister of Public Security. The delegation also included Lê Hoài Trung, Secretary of the Party Central Committee, Chief of the Party Central Office; Senior Lieutenant General Trần Quang Phương, Deputy Chairman of the National Assembly; and Hồ Đức Phớc, Deputy Prime Minister.

From Điện Biên province, attending officials included: Trần Quốc Cường, Secretary of the provincial Party Committee; Trần Tiến Dũng, Deputy Secretary of the provincial Party Committee; Lê Thành Đô, Deputy Secretary and Chairman of the provincial People’s Committee; and members of the Standing Board of the provincial Party Committee, and leaders of the Party Committee and People’s Committee of Si Pa Phìn commune.

Party General Secretary Tô Lâm inspected the operations, process of receiving, processing, and returning results of administrative procedures at the Public Administrative Service Center of Si Pa Phìn commune. Between July 1 and July 25, the center received and smoothly processed 279 administrative cases for the public, mainly in judicial and civil status areas.

Si Pa Phìn commune was established through the merger of the former Si Pa Phìn and Phìn Hồ Communes. After the merger, the commune’s party and administrative apparatus was reorganized to be streamlined and efficient. Officials and employees were arranged appropriately, basically meeting operational requirements. Alongside stabilizing the administrative apparatus, the Party Committee of Si Pa Phìn is also preparing for the first Party Congress for the 2025-2030 term, scheduled for August 21.

At a working session with Si Pa Phìn’s leadership, Party General Secretary Tô Lâm emphasized three key goals of the visit: Inspecting the implementation of the two-level government model after nearly a month in operation; assessing preparations for Party congresses at various levels leading to the 14th National Party Congress; and launching plans to start construction of a combined primary and secondary school.

Through on-site inspection, the Party General Secretary acknowledged that Si Pa Phìn commune had effectively organized its apparatus, ensuring smooth administrative operations and promptly meeting people’s needs.

Party General Secretary Tô Lâm stressed that while implementing socio-economic development solutions and ensuring national defense and security as directed by the central government and the province, the local authorities should continue focusing on poverty reduction and improving the living standards of ethnic communities. The commune administration should proactively survey and select high-value crops suitable to local conditions and promote the application of scientific and technical advances in production to increase income and improve people’s lives. At the same time, education, healthcare, and the spiritual and cultural life of the people should be prioritized, gradually improving overall living standards in a sustainable manner.

Following this, Party General Secretary Tô Lâm and the delegation met with ethnic residents of Tân Lập village, where they listened to an overview of the village’s formation and development. He proposed that the state support the village with the construction of an irrigation reservoir to serve agricultural production.

Party General Secretary Tô Lâm expressed heartfelt gratitude for the warm welcome by the residents of Tân Lập. He was pleased with the village’s achievements in economic development and border security in recent years. He emphasized that in addition to cultivating rice and corn for food security, residents should focus on growing high-value crops to increase income and improve livelihoods. The commune’s government should support and encourage people to expand farmland and markets for sustainable agricultural development.

During his visit, Party General Secretary Tô Lâm also visited and presented gifts to the family of Điện Biên soldier Vàng A Chảo in Nậm Chim 1 Village, whose son was a martyr. He inquired after the family’s well-being and expressed deep gratitude for the sacrifices made by the martyr and his family in the struggle for national liberation and defense. He hoped that the family would continue to uphold the revolutionary tradition and actively contribute to building a prosperous homeland.
