In mid-July, the working atmosphere inside the meeting hall of the Party Committee of Mường Nhé commune was earnest and focused. Each ballot cast into the box demonstrated the participants’ sense of responsibility and conveyed expectations for a contingent of cadres with sufficient virtue, competence, and vision to shoulder upcoming tasks. From candid discussions and constructive remarks to thorough evaluations of personnel dossiers, all efforts aimed at selecting the most deserving cadres.
In compliance with central regulations and guidelines from the Organization Commission of the Điện Biên provincial Party Committee, the Party Committee of Mường Nhé commune organized conferences to carry out the personnel nomination process for leadership and management positions for the 2030-2035 and 2031-2036 tenures. The conferences strictly followed the four-step process, encompassing the Party Committee Standing Board Conference for Step 1, the Key Cadres Conference for Step 2, the commune Party Executive Committee Conference for Step 3, and the Party Committee Standing Board Conference for Step 4.
In the spirit of promoting democracy, objectivity, and high responsibility, delegates scrutinized personnel profiles, engaged in discussions, and comprehensively evaluated each candidate before making nominations. All procedures were conducted openly and transparently, adhering strictly to Party principles and guidelines. Consequently, the Party Committee of Mường Nhé commune planned 35 comrades for the commune Party Executive Committee, 12 comrades for the Standing Board, 5 comrades for the position of Vice Chairman of the commune People’s Committee, and 3 comrades for leadership posts of the commune People’s Council.
Tạ Văn Sơn, Secretary of the Party Committee of Mường Nhé commune, stated that regarding planning for positions managed by the commune level, local authorities strictly follow provincial guidance documents. Following comprehensive reviews, the Party Building Board advises on the nomination lists for the Executive Committee and the Standing Board. For key leadership positions at the start of the tenure, all four steps of the process are fully observed, including organizing conferences, taking ballots according to regulations, and finalizing dossiers for approval. Positions managed by the provincial level also undergo prescribed nomination steps for higher-level consideration and ratification.
Personnel planning at the beginning of a tenure involves distinct requirements and procedures compared to mid-term planning, necessitating strict implementation. Over ten days ago, the Party Committee of Điện Biên Phủ ward convened a conference to execute the personnel nomination process for the titles of Secretary and Deputy Secretary of the ward Party Committee for the 2030-2035 tenure, as well as Chairman of the ward People’s Council and Chairman of the ward People’s Committee for the 2031-2036 tenure.
To guarantee regulatory compliance, delegates were thoroughly briefed on the purposes, requirements, standards, eligibility conditions, structural composition, quotas, and procedures for personnel nomination in accordance with central and provincial Party Committee guidelines. Upholding democracy, objectivity, and transparency, delegates evaluated dossiers, held discussions, and carried out nominations via secret ballots.
Mai Trọng Thuyết, Head of the Party Building Board under the Điện Biên Phủ ward Party Committee, noted that the board proactively provided counsel to ensure cadre planning was implemented properly, objectively, and transparently per central and provincial guidelines. Meticulous preparation of conditions, dossiers, and procedures ensured the conference strictly adhered to Party principles, selecting cadre pools that meet both immediate and long-term requirements.
Following the reorganization of administrative units under the two-tier local government model, Điện Biên province consists of 45 commune-level administrative units, including 42 communes and 3 wards. The entire province mobilized over 2,300 cadres and civil servants, while transferring more than 14,270 public employees and workers from the district level to new commune-level units. As administrative boundaries expand and population sizes grow, placing higher demands on socioeconomic development, national defense, security, and political system building, a contingent of cadres possessing strong political mettle, competence, and innovative mindsets is essential to fulfill these tasks.
Once organizational setups stabilized, localities focused on cadre planning to select eligible personnel, thereby cultivating a pool of well-grounded cadres ensuring continuity, succession, and sustainable development. Alongside strict adherence to Party principles, fostering democracy in personnel planning enabled cadres and party members to engage in candid exchanges and comprehensive appraisals. Openness and transparency across each step have reinforced cadre and party member confidence in personnel affairs.
Cadre planning serves as the initial yet decisive step across the entire process of building a leadership and managerial contingent. When planning is carried out in accordance with principles and standard procedures to select the right individuals meeting exact criteria, it lays a solid foundation for training, retraining, rotating, appointing, and utilizing cadres more effectively, providing an essential cornerstone to build an increasingly clean and strong political system.
