During the 2020-2025 term, despite numerous challenges, the Party, authorities and people of Điện Biên upheld their revolutionary tradition and spirit of solidarity to achieve remarkable progress. The economy has grown steadily; transport and urban infrastructure have been comprehensively developed, notably the expansion of Điện Biên Airport, which has created a regional connectivity boost and opened new opportunities for tourism, trade and services. Cultural and social sectors have seen positive change; living standards have improved; poverty reduction efforts have yielded encouraging results. Party and political system building has been strengthened, while national defense and security have been maintained, border areas kept stable, and social order ensured. These achievements have laid a solid foundation for Điện Biên to enter the new term with confidence and high expectations.

Scheduled for mid-October, the 15th Congress is expected to set out strategic breakthroughs, inheriting past successes while driving innovation to overcome limitations and propel Điện Biên toward fast, sustainable development.

Chu Văn Hải, a war veteran from Mường Thanh ward (Điện Biên province), shared: “We lived through the war, so we deeply value peace and long for change. This time, I hope the provincial Party Committee will build a contingent of officials who are capable, committed, close to the people and respect the people. Only then can new resolutions be swiftly translated into action, strengthening public trust in the Party.”

From the upland commune of Phình Giàng, outstanding farmer Cứ A Pó said: “We farmers hope the Congress will adopt policies to support farm produce consumption, promote clean agriculture, and apply advanced technologies effectively. With access to capital, techniques and markets, we can stay committed to our fields and prosper legitimately on our homeland.”

From the perspective of the younger generation, Party member Hoàng Văn Định from Điện Biên College of Education noted that Điện Biên urgently needs strategic investment projects, modern infrastructure and start-up opportunities. “We young people hope the Congress will chart a clear course for green and sustainable development, and foster a dynamic work environment so young intellectuals can contribute and build their careers right here at home”, he said.

Public trust, consensus and high expectations for the 15th provincial Party Congress reflect the shared aspirations of the people. As Điện Biên enters the 2025-2030 term, it faces both opportunities and challenges. Its strategic geopolitical position, along with rich historical, cultural and natural tourism resources, give the province a competitive edge. Yet gaps in development remain wide compared to national averages; socio-economic infrastructure and human resources are still limited; and natural disasters and climate change continue to pose significant risks.

In this context, the 15th Congress is expected to set out a strategic vision and identify key breakthroughs such as developing inter-regional transport infrastructure, especially the Điện Biên-Sơn La province expressway; accelerating digital transformation; developing tourism in tandem with preserving ethnic cultures; promoting commercial and high-tech agriculture; improving human resource quality, particularly training young officials; and strengthening national defense and security to build a border of peace, friendship and cooperation.

As a land steeped in revolutionary tradition and a site of glorious national milestones, each provincial Party Congress is a significant political event -  an opportunity to fortify the “people’s trust front” and build social consensus. The people expect this congress to carry forward the spirit of innovation, unity and aspiration for progress. Every sound policy, effective project and improvement in people’s lives will be clear proof of the trust they have placed in the Party.

The 15th Điện Biên provincial Party Committee Congress will serve as a springboard for the province to enter a new stage of development, stronger, more resilient, and steadily moving toward the goal of building a Điện Biên that is “prosperous, civilized, distinctive and globally integrated”. With renewed faith and expectations, the people of Điện Biên are confident that the 15th Congress will be a resounding success, igniting the will and aspiration for development and writing new chapters in the proud history of this heroic land.
