Speaking to chair the discussion, Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the Điện Biên provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation, requested deputies to focus feedback on the scope, scale, and phased investment options for the Ring Road 5 Construction Investment Project - Ha Noi Capital Region.
He noted that Article 3 of the draft Resolution specifies 10 specific mechanisms and policies to deploy the project - including 8 mechanisms previously approved by the National Assembly for national important projects and 2 newly proposed mechanisms and policies - requesting deputies to concentrate discussions on evaluating the necessity, feasibility, and efficiency of these mechanisms to ensure the project deploys on schedule and maximizes investment efficiency.
Offering feedback on the draft Resolution, National Assembly Deputy Vừ A Bằng expressed agreement with the Government’s Submission and the Verification Report of the Economic and Financial Committee. Concurrently, he requested the drafting agency to continue thoroughly reviewing contents related to electricity work relocation projects to guarantee consistency and feasibility during execution.
Regarding specific mechanisms and policies, the deputy stated that regulations under Clause 8, Article 3 on dividing revenue sources from developing urban areas and functional zones along both sides of the route remain unclear. The deputy suggested specifying that after deducting costs for organizing compensation, support, resettlement, and other expenses under legal regulations, provincial-level local authorities be allowed to retain a portion of the added value from developing urban areas and functional zones along both sides of Ring Road 5. “This will clarify the revenue division mechanism and local responsibilities under regulations,” Deputy Vừ A Bằng affirmed.
The deputy emphasized that the 14th Party Congress Resolution designates infrastructure development as one of three strategic breakthroughs. From practical realities in deploying traffic projects, the deputy requested the National Assembly to consider supplementing regulations allowing localities with expressway investment projects to apply specific mechanisms and policies previously permitted by the National Assembly for national important projects and the Ring Road 5 Construction Investment Project - Ha Noi Capital Region. According to the deputy, this will enable localities to proactively select mechanisms and policies suited to practical conditions while assuming legal responsibility for selection and organizational execution under regulations.
Synthesizing feedback at the discussion session, Head of the Điện Biên provincial National Assembly Deputy Delegation Trần Tiến Dũng noted that himself and numerous deputies in the group share interest in requesting the National Assembly to research and build unified specific mechanisms and policies applied generally to expressway projects and important traffic infrastructure projects, rather than continuing to issue separate mechanisms for each project. According to the Head of the provincial National Assembly Deputy Delegation, applying a common mechanism will contribute to shortening investment procedures and processes, thereby accelerating project execution progress, rapidly maximizing investment efficiency, generating drivers to promote economic development, and safeguarding national defense and security.
