Implementing regulations on village reorganization, the People’s Committee of Nậm Nèn commune conducted a comprehensive review and assessment of local villages based on household scale criteria and government-stipulated conditions. The review was carried out objectively, publicly, and in proper order, with the participation of local party committees, authorities, the Fatherland Front Committee, socio-political organizations, and village representatives.
Through the review, the entire commune had 18 villages prior to reorganization. The evaluation showed that 6 villages were subject to mandatory restructuring, while 12 villages met the criteria to remain intact due to population scale or specific statutory factors. Following the reorganization scheme, the entire commune now consists of 15 villages. On this basis, the People’s Committee of Nậm Nèn commune developed a master plan for village reorganization aligned with central and provincial regulations as well as local conditions. The plan clearly defined reorganized villages, intact villages, post-merger organizational schemes, and implementation roadmaps, coupled with the proper assignment and utilization of non-professional personnel.
For the 12 villages retained intact, Nậm Nèn commune fully cross-checked against current criteria, noting that several villages met standard population sizes alongside distinctive geographical conditions, transport access, historical formation, cultural traditions, customs, ethnic composition, national defense, and security. Throughout implementation, the commune People’s Committee regularly updated practical developments to refine the plan per higher-level directives. By the reporting date on July 7, no adjustments to the master plan were required; execution proceeded strictly on schedule, in accordance with regulations, and achieved high consensus among cadres, party members, and the populace.
Along with restructuring village administrative boundaries, Nậm Nèn commune carried out the consolidation of party organizations, village Front Work Boards, forces participating in local security and order maintenance, and supporting village positions in line with prescribed standards, policies, and allowance levels. This ensures that post-merger village organizations operate synchronously and unifiedly, meeting mission requirements in the new phase.
Đặng Anh Tuấn, Chairman of the People’s Committee of Nậm Nèn commune, stated that the commune People’s Committee directed the review, arrangement, and effective utilization of cultural houses, community centers, physical facilities, equipment, and public assets to satisfy community activity needs and serve grassroots administrative management. Accordingly, for cultural houses and community centers, the commune reviewed current conditions to select suitable sites as shared activity venues for new villages, while managing, handing over, receiving, and utilizing public assets per regulations. Equipment such as tables, chairs, sound systems, filing cabinets, billboards, bulletin boards, and meeting assets were inventoried, arranged, relocated, or supplemented when necessary. For public facilities and assets no longer in demand or underutilized after reorganization, the commune compiled management lists and proposed disposal, transfer, or continued use for public purposes to prevent waste of state property.
Amending and supplementing community conventions and village rules following the reorganization was also carried out in compliance with regulations, ensuring alignment with demographic characteristics, local customs, and state laws. All amendments were submitted for extensive public feedback before being presented to competent authorities for consideration and approval.
To foster consensus throughout the process, Nậm Nèn flexibly adapted its approach to local circumstances. Particular emphasis was placed on information dissemination and mass mobilization via community meetings, party cell activities, local public address systems, socio-political organizations, and community influential elders. Informational content focused on clarifying the objectives, significance, and benefits of village reorganization, contributing to unified perception and public endorsement. Concurrently, the commune followed the motto of “clear personnel, clear duties, clear timelines, and clear responsibilities,” assigning specific tasks to each department and individual, while regularly checking, urging, and promptly resolving emerging grassroots bottlenecks. The leadership roles of party cell committees, Front Work Boards, mass organizations, and influential figures were strongly promoted to capture public thoughts and aspirations, providing explanations and conciliations for lingering concerns during implementation.
The village reorganization and consolidation in Nậm Nèn commune were conducted in strict compliance with regulations without generating localized disputes, maintaining political stability, social order, and safety, while elevating the operational effectiveness and efficiency of the grassroots political system. This serves as an important foundation for the locality to continue building a streamlined, highly efficient, and effective apparatus that meets development requirements in the new stage.
