This impressive outcome stems from a drastic and synchronized approach in leadership and administration, keeping the people at the center of service.
Despite the general difficulties that followed the rollout of the two-level local government model, Mường Ảng commune successfully rose to the top spot of the province’s commune-level Administrative Reform Index in 2025. The secret to this success lies not in a single standalone solution, but in how the locality persistently tackled each concrete task: avoiding passive waiting or scattered efforts, ensuring every assignment was closely monitored and completely finalized.
Right from the beginning of the year, administrative reform was identified by the commune as a core, continuous task in leadership and administration. Targets were specifically assigned to each cadre and public servant under the viewpoint of “clear individuals, clear tasks, clear timelines, and clear responsibilities.” Thanks to executing each job solidly, all 34 out of 34 administrative reform tasks of the year were completed on schedule.
What stands out in Mường Ảng’s method is its operational proactivity. Instead of waiting for reminders from upper levels, the commune regularly reviewed progress and promptly dismantled arising bottlenecks right at the grassroots level, even the smallest issues, thereby minimizing delays.
At the Public Administration Service Center, the transformation is clearly visible in the service attitude. Cadres proactively assist citizens right from the start of their procedures, providing comprehensive guidance on dossiers to eliminate repetitive trips.
The workspace has also been upgraded to be airy, clean, and beautiful. The waiting area offers drinking water, books, and newspapers; Wi-Fi is provided free of charge; and a QR code scanning system for looking up administrative procedures is readily available. Essential equipment such as computers, printers, and photocopiers are fully furnished to streamline transactions.
Đặng Xuân Ưng, a resident from Residential Group 10, Mường Ảng commune, shared: “Previously, getting paperwork done was confusing, and I often had to go back and forth a few times to finish. Now when I come here, the staff guides me specifically, things are done quickly, and for some matters, I only need to submit the dossier once to get it resolved, saving a lot of travel time.”
Thanks to the dedication and responsibility of the cadre team, 100% of the commune’s dossiers were resolved ahead of schedule. Notably, all dossiers were received and processed in an electronic environment, and 98% of documents were digitally signed, significantly reducing paper usage. This result reflects a shift in the working style of cadres and public servants toward proactivity and efficiency. For citizens, online public services are gradually becoming a primary channel, making administrative procedures much more convenient.
“A crucial factor was the early stabilization of the organizational apparatus following the rearrangement of administrative units. Merged from three former units (Ẳng Cang commune, Ẳng Nưa commune, and Mường Ảng town), the newly formed commune operates on a larger scale with higher management requirements. Therefore, the restructuring of the organizational apparatus was executed by the commune toward a streamlined, valid, and efficient direction; the functions and tasks of each agency and unit are clearly defined, completely avoiding overlaps, duplication, or omitted duties,” emphasized Mường Ảng commune People’s Committee Chairwoman Hà Thị Thanh Tâm.
The shifts in administrative reform in Mường Ảng are clearly reflected in evaluations, with over 90% of citizens and organizations expressing satisfaction with the service of local state administrative agencies in 2025. This stands as the clearest metric for reform efficiency.
Lý Giống Khá, a resident from Tát Hẹ village, Mường Ảng commune, shared: “Since the implementation of the two-level local government model, I find doing paperwork much more convenient. I get specific guidance and clear procedures upon arrival, which gives me peace of mind. The staff works fast and maintains a cheerful attitude, making us feel very comfortable when conducting transactions.”
Reflecting on the practical lessons learned, Hà Thị Thanh Tâm highlighted that the administrative reform results achieved by the commune in 2025 have provided the locality with vital insights. First and foremost is the role of the leader in direction and administration. Clearly defined responsibilities ensure that task deployment is unified and continuous, limiting buck-passing and delays. Additionally, inspection and supervision work are maintained regularly, helping to promptly detect and rectify limitations right at the grassroots level, preventing the formation of bottlenecks.
Securing the top spot in the 2025 commune-level Administrative Reform Index is the result of Mường Ảng commune’s synchronized efforts, ranging from innovating administrative mindsets to taking concrete actions in task execution. While many communes still face difficulties following organizational restructuring, Mường Ảng’s method demonstrates a methodical, substantive, and effective approach. This serves as a vital driving force for Mường Ảng commune to continue maintaining and further elevating the quality of administrative reform in the coming years, contributing to building a valid and efficient government that better serves the needs of citizens and enterprises.
