In a small house nestled on the mountainside in Nặm Chan 1 village, Nà Tấu commune, Lý A Dính, nearly 80 years old, still retains the emotion when recounting the moment 6 months ago when the whole village was first lit up by the national power grid from the “Lightning up Điện Biên” program.

Dính spoke slowly; previously, without electricity, the whole village only had flickering oil lamps at night. Children studied with difficulty, the elderly lived in darkness, and information from outside the village was very limited. Since having electricity, life is completely different. Many houses even bought TVs, electric fans, and rice cookers; children study conveniently, and adults have more conditions to access the Party’s guidelines and lines, and State policies and laws. For Dính, more special than anything, the electric light is a testament to the attention of the Party and State towards the highland people.

Speaking about the up-coming National Party Congress, Lý A Dính expressed deep faith: “Concrete roads to the village, then electricity, schools, and stations are now more spacious thanks to correct guidelines and policies that accord with the people’s hearts. The Party always cares for the people, especially in places still facing difficulties. I hope the 14th National Party Congress continues to discuss and decide on major issues so that highland people are cared for even more, life becomes increasingly stable, and children and grandchildren have conditions to study, do business, and build prosperous villages...”

Sharing that joy, Lý A Thắng, Secretary of the Party Cell of Nặm Chan 1 village, said that having the national power grid has created motivation for people to feel assured in economic development and improving spiritual life. According to Thắng, when living conditions are improved, people trust more in the Party’s guidelines, actively participate in local movements, and join forces to build increasingly stable and developed villages.

Born and raised in Ham Xoong 1 village, Nà Bủng commune, Giàng A Phổng clearly understands the shortages that people here used to experience. Isolated roads, fragmented production, limited access to social services... To date, thanks to State investment and the involvement of party committees and authorities at all levels, the appearance of Ham Xoong village in recent years has gradually flourished. Traffic roads have been improved, many production support programs have been implemented, and people’s lives have gradually stabilized.

“People in the village are now bolder in economic development, knowing how to apply technical progress to cultivation and livestock farming, so income is step-by-step raised. Looking towards the 14th National Party Congress, I and the people here hope the Congress continues to pay attention to remote, isolated, and border areas; having more practical policies so that people feel assured in production, sticking with the land and village, and creating stable jobs for youths,” Giàng A Phổng entrusted his faith and expectation.

Every opinion, every desire sent to the Congress stems from the aspiration to build an increasingly rich, strong, stable, and developed homeland and country. For veteran Vương Quốc Hùng, Thanh Nưa commune, who went through arduous years of military service, he still keeps an iron faith in the Party’s leadership. According to veteran Vương Quốc Hùng, every Party Congress is associated with important turning points of the nation.

From after the war to the renewal and integration period, the Party’s correct decisions helped the country overcome countless difficulties and achieve many great achievements. In the current context, the 14th Party Congress has even more special significance when the country stands before many intertwined opportunities and challenges. He expects the Congress will select a team of cadres with enough heart, vision, and prestige to lead the country to sustainable development; continue to focus on building a clean and strong Party; maintain independence and sovereignty; and better care for people’s lives, especially policy beneficiaries and people with meritorious services.

The faith of every official, party member, and citizen is forged from the reality of the country’s development through each historical period. The 14th National Party Congress is expected to set out major directions for the country’s new development period, continue to arouse development aspirations, and promote the strength of great national unity. For a mountainous, border province like Điện Biên, the people wish for guidelines and policies to continue paying attention to infrastructure development, sustainable poverty reduction, improving the quality of education and health, preserving the cultural identity of ethnic groups, and ensuring national defense - security and social order and safety.

Looking towards the Congress with faith and expectation, every official, party member, and citizen of Điện Biên wishes to contribute their small part to the general development. This is shown through participating in giving comments on draft documents. By November 30, the whole province had received over 44,600 opinions through conferences, workshops, seminars, and nearly 34,000 opinions through the VneID application.
