Beyond streamlining focal points, the new model creates a distinct transformation in leadership, direction, and operational methods, step-by-step building a modern, effective, and efficient administration centered around serving citizens and enterprises. However, for the model to fully unlock its value, the decisive factor remains constructing truly strong, proactive grassroots-level authorities capable of mastering their work.
Practical experience demonstrates that throughout the implementation of the two-tier local government model, Điện Biên province has closely adhered to the unified leadership and direction of the Party Central Committee, the National Assembly, the Government, and central ministries and sectors, while mobilizing synchronous involvement across the entire political system. Organizational restructuring was carried out alongside reviewing functions and tasks, decentralizing and delegating authority, and consolidating the contingent of cadres, civil servants, and public employees. Inadequacies regarding overlaps and duplications were gradually overcome, while administrative reform, digital transformation, and administrative procedure resolution were accelerated to be faster and more convenient.
After one year of operation, the two-tier local government apparatus has operated with fundamental stability and smoothness without interrupting political tasks. Operational efficiency is reflected through positive socio-economic development results. In 2025, the province’s GRDP grew by 7.34%, while the first six months of 2026 saw an estimated increase of 8.67%, ranking 5th out of 9 provinces in the region and 17th out of 34 provinces and cities nationwide. These figures demonstrate that organizational restructuring has contributed to elevating governance capacity and generating new development momentum.
A prominent highlight of the model is establishing direct direction and operational methods from the provincial to the commune level. Numerous tasks are deployed faster, significantly reducing intermediate steps. The provincial level promptly grasps and resolves difficulties arising at the grassroots-level, while the commune level proactively reports and proposes solutions for issues within its jurisdiction. This close connection has contributed to the effective deployment of key programs and projects, improving the investment environment, elevating administrative reform quality, guaranteeing social welfare, and step-by-step raising public living standards.
However, practical reality also indicates that the new model retains limitations that require prompt resolution. Advisory, management, and operational capacities among a section of commune-level cadres have not met task demands. A shortage of cadres with deep expertise in information technology, land, construction, agriculture, and finance forces many individuals to hold concurrent roles across multiple fields, impacting work progress and quality. Concurrently, physical infrastructure, digital infrastructure, equipment, and software systems in many communes remain lacking, failing to meet digital administration requirements.
To ensure the two-tier local government operates more substantively, effectively, and efficiently in the coming time, it is first necessary to continue perfecting decentralization and delegation mechanisms with clear roles, tasks, and responsibilities. Granting authority must accompany full delegation of power linked to the accountability of unit heads. Matters falling under commune jurisdiction must be left to the commune to proactively decide, organize execution, and take responsibility for outcomes.
Along with that, attention must be paid to training and fostering grassroots-level cadres toward professionalism, modern governance mindsets, and digital application skills. Mechanisms are needed to attract and rotate capable cadres to work at the grassroots-level, while prioritizing investments in digital infrastructure, equipment, and shared software to guarantee that commune-level governments possess sufficient conditions to perform assigned tasks well.
Most importantly, it is essential to build a cadre contingent with a high sense of responsibility, daring to think, daring to do, and daring to take responsibility for the common good. The provincial level should strengthen guidance, inspection, and support without taking over tasks, while the commune level must proactively resolve matters within its authority, using citizen and business satisfaction as the yardstick for operational effectiveness.
Điện Biên identifies elevating the operational effectiveness and efficiency of the two-tier local government as a long-term strategic political task. Therefore, every party committee, authority, cadre, and party member needs to strive to complete their duties well, creating unified strength across the entire system.
