Thanks to the diligent, skillful hands and responsible spirit of the women’s union members, vibrant flower-lined roads and cool green hedges are appearing more and more in villages across Điện Biên province. Roads that were once dry and dusty have now become lively and fresh, creating a green, clean, and beautiful landscape and helping to change the face of the countryside. Not stopping at planting flowers and caring for trees, the women’s union members also actively respond to the “Building a 5-No, 5-Clean Family” campaign, joining hands to maintain environmental hygiene under the motto “Clean House - Clean Alley.” This is linked with many specific actions such as sweeping village roads and alleys, clearing bushes, and collecting waste, making the rural areas increasingly orderly and bright, green, clean, and beautiful.

Ms. Lò Thị Thành, from the Mường Luân commune Women’s Union, shared: “In recent years, the women in our commune have always actively responded to emulation movements, especially in building new rural areas and protecting the environment. Each member upholds a high sense of responsibility, proactively participating in planting flowers, cleaning village roads and alleys, sorting waste, and building standard-compliant sanitation facilities. The joint effort of our members has contributed to changing the face of our villages.”
Implementing the National Target Programs and the projects and movements of the Central Government, the province, and the Vietnam Women’s Union, all levels of the Women’s Union in the province have actively and flexibly specified the “Whole Country Joins Hands to Build New Rural Areas” emulation movement. Many activities have been linked to the Union’s major movements, such as “Building a 5-No, 3-Clean Family” or “Every Rural Member’s Household Has a Clean Vegetable Garden and Raises at Least 10 Poultry and 1 Livestock Animal or More.” These models not only help to improve income and stabilize life but also promote a sense of self-reliance in each member. In addition, many creative models suitable for the specific conditions of each locality have been effectively implemented, such as “Collecting Recyclable Waste for Fundraising,” “Clean House, Beautiful Gate, Green Garden,” and “Turning Trash into Cash.”
In the 2020 - 2025 period, Women’s Union branches across the province organized more than 1,000 communication events, attracting over 44,000 participants, and 113 pre-marital education sessions for more than 12,200 people. Notably, 100% of the households of officials and members registered to implement the “5-No, 3-Clean” or “5-Have, 3-Clean” criteria in communes building advanced new rural areas, contributing significantly to positive and sustainable changes in rural life.
Promoting its role in accompanying women in economic development, in recent times, all levels of the provincial Women’s Union have actively created conditions for members to access various sources of preferential loans, helping them to have the opportunity to escape poverty and achieve legitimate wealth. As of April 30, 2025, the total outstanding loan balance managed by the Union reached over VND 1,294 billion, supporting nearly 19,000 members in borrowing for production and business development. In addition, the savings among members reached VND 22.5 billion with more than 19,800 participants. The provincial Fund for Women’s Development has disbursed over VND 4.7 billion to 328 members, and the internal savings movement has reached over VND 17 billion. These results clearly show the role, responsibility, and efforts of all levels of the Union in accompanying and supporting women in sustainable economic development, contributing to building new rural areas and effective poverty reduction.
Ms. Lường Thị Thanh, Chairwoman of the Búng Lao commune Women’s Union, said: “To support members in economic development, over the years, the commune Women’s Union has done well in communication and has accepted entrustment from the Bank for Social Policies to help members access capital for economic development. We coordinate to open training classes on transferring scientific and technical knowledge to increase the effectiveness of the loan capital. This allows us to promptly leverage the preferential loans to support poor and near-poor women, giving them the conditions to rise up and making an important contribution to the successful implementation of socio-economic development targets.”
In addition, humanitarian and charitable work has always been a focus and has been effectively implemented by all levels of the Union. In the past period, the Union mobilized nearly VND 15.5 billion to support women and children in difficult circumstances. It built 53 “Shelters of Love,” 2 school sites, and implemented the “Godmother” Program, with 273 orphans receiving regular care and support. This program continues to be sustainably maintained, demonstrating the spirit of sharing and compassion of all levels of the Union. Furthermore, the Union has built an additional 20 shelters of love, implemented 18 livelihood models to support 65 poor women members, and presented more than 1,419 gift packages to women and children in particularly difficult circumstances in border communes, helping to spread profound human values in the community.

In particular, facing the serious floods in early August 2025, the provincial Women’s Union quickly formed a working group to directly visit, encourage, and present support gifts to members, women, and children affected by the flash floods and landslides, including many cases being treated at medical facilities. In parallel, the Union launched the “Điện Biên Women Join Hands to Overcome Flood Consequences” movement, directing grassroots branches to assess the damage, implement the “4 on-the-spot” motto, and coordinate with the government and functional forces in relief work and recovery, helping people to stabilize their lives soon.
Ms. Pờ Diệu Ninh, Vice Chairwoman of the provincial Vietnam Fatherland Front Committee and Vice Chairwoman of the provincial Women’s Union, emphasized: “The Union’s branches not only do a good job of representing and caring for the rights of women but also actively accompany the government, sectors, and social organizations in supporting women and children in difficult circumstances, especially in border areas and regions affected by natural disasters. In the coming time, the Union will continue to promote a spirit of proactivity and creativity, mobilizing maximum social resources to contribute to building a sustainable, compassionate, and humane Điện Biên.”
In the 2020 - 2025 period, all levels of the provincial Women’s Union have achieved many outstanding accomplishments, affirming their core role in the women’s movement and gender equality work. The entire province has had 568 collectives and individuals receive awards, among which many units and individuals were honored with Certificates of Merit from the Central Union, the provincial People’s Committee, and the provincial Women’s Union. Notably, the provincial Women’s Union has been continuously recognized with high honors: the Excellent Emulation Flag in 2021 and 2022, the Third-class Labor Order in 2023, and the Leading Flag in 2024. From 2021 to 2024, the Union consistently received Certificates of Merit from the Central Vietnam Women’s Union and the provincial People’s Committee. These awards are a worthy recognition of the efforts, contributions, and responsible spirit of all levels of the Union, helping to build an increasingly strong organization and spread the good values of Điện Biên’s women.
