In the past term, the Party Committee of the Department of Health has promptly issued resolutions, action programs, and specific guidelines for each development phase, focusing on key areas such as improving personnel organization, enhancing healthcare service quality, developing grassroots health, strengthening preventive medicine, promoting digital transformation, and reforming administration. Notably, the Party Committee’s guidance on transparency, patient-centered care, has led to significant improvements in healthcare staff’s attitudes and behaviors, reviving medical ethics and improving the image of healthcare providers in the public’s eyes.
Recognizing that emulation is a driving force for development, health sector units have actively promoted emulation movements to perform their political tasks well, such as the nationwide campaign “Together to Build New Rural Areas,” practicing office culture, excellent labor, and creative labor... These emulation movements have increasingly delved deeper, spreading widely, and contributing to improving work quality in all fields, including scientific research, specialized technical development, and the training of high-quality human resources. In parallel with maintaining technical operations according to health system levels, healthcare facilities have invested in upgrading infrastructure, equipment, and training personnel to implement advanced medical techniques.

With the efforts of the staff, many exemplary teams and individuals have emerged. From 2020 to 2025, the province’s health sector received commendations from the Prime Minister for 3 teams and 5 individuals; the Ministry of Health awarded certificates of merit to 114 teams and 230 individuals; the provincial People’s Committee recognized 19 teams and 96 individuals... From these emulation movements, the entire sector has achieved remarkable results. One of these outcomes is the highest doctor-to-population ratio ever recorded (12.68 doctors per 10,000 people); 100% of administrative procedures are posted publicly and integrated into the national public service portal; 100% of healthcare facilities have implemented the use of citizen identification cards instead of health insurance cards; and non-cash payment models have been introduced, among other achievements.
The Điện Biên provincial General Hospital is an exemplary unit with many outstanding accomplishments in emulation movements. In 2024, the hospital exceeded its planned target for medical examination and treatment with over 37,000 patient visits, of which 35,080 were inpatient treatments. Many severe and critical cases, such as heart shock/myocarditis, multi-organ failure, septic shock, traumatic injuries, abdominal trauma - organ rupture, stroke/hypertension... were successfully treated. Additionally, the hospital introduced new techniques, such as continuous blood pressure monitoring through an arterial catheter, ultrasound-guided anesthesia, and modern laboratory techniques, while maintaining existing advanced and specialized techniques.
Pham Giang Nam, Director of the Department of Health, emphasized that the emulation movements in the health sector from 2020 to 2025 have truly become a significant driving force, shaping the sense of responsibility, dedication, and determination of the healthcare staff. From these movements, many exemplary models have spread, and many innovations and technical improvements have been applied effectively, contributing to enhancing healthcare quality. The achievements of the emulation movements are not only recognized through awards and titles but are also confirmed by the trust, satisfaction, and health of the people. This is also the foundation for Điện Biên’s healthcare sector to continue advancing on its path of innovation, development, and integration.
