From words to action: “Three dares” driving change in Điện Biên

ĐBP - As the Party and people nationwide strive to achieve socio-economic development goals and build a clean, strong political system, fostering the spirit of the “Three dares” - daring to think, daring to act, and daring to take responsibility - among officials and Party members has become increasingly urgent.

This is not only a requirement for renewing leadership and governance methods but also a measure of each official’s courage, responsibility, and practical capacity in the current context.

Across Điện Biên province, the “Three dares” spirit is being gradually translated into action through studying and following Hồ Chí Minh’s ideology, morality, and style. Based on the provincial Party Committee’s orientations, many localities and units have proactively developed plans and implemented them systematically, closely aligned with political tasks and practical demands.

At the Party Committee of Mường Thanh ward, immediately after the provincial Party Committee launched the 2026 emulation movement themed “Officials, Party members, civil servants, public employees, and workers in Điện Biên practice the Three dares - dare to speak, dare to act, dare to take responsibility”, the ward Party Standing Committee issued Plan No.54-KH/ĐU, clearly defining content, roadmap, and responsibilities. Implementation has been carried out synchronously from the ward level to affiliated Party cells. A notable highlight is the requirement for officials and Party members to register specific tasks aligned with their assigned functions, ensuring “clear tasks, clear responsibilities, clear timelines, and clear outcomes”. As a result, the “Three dares” spirit has moved beyond slogans into concrete action, creating tangible improvements in public service performance.

According to Đỗ Thị Thu Thủy, Secretary of the Mường Thanh ward Party Committee, the Party organization comprises 6 grassroots Party committees, 15 grassroots Party cells, and 51 subordinate cells, with a total of 2,043 members. Recognizing the significance of the movement, the Party Committee has strictly implemented directives from higher authorities while concretizing the “Three dares” content in line with local political tasks. This content has been incorporated into regular Party cell meetings and has become an important criterion in evaluating the quality of Party organizations and members. Consequently, officials and Party members have enhanced their sense of responsibility and proactiveness in performing their duties.

In practice, when properly encouraged, the “Three dares” spirit has led to clear changes. Officials and civil servants have become more proactive in advising and proposing solutions, more willing to innovate, and ready to take on difficult or new tasks. “Daring to speak” is reflected in candid feedback and confronting stagnation or avoidance; “daring to act” is demonstrated through concrete actions and effective performance; and “daring to take responsibility” represents each official’s courage and commitment to both the collective and the people. As a result, the working environment has become more dynamic and accountable.

At the Public Administrative Service Center of Mường Thanh ward, this spirit is clearly reflected in the promotion of information technology and the streamlining of administrative procedures. Each staff member is assigned specific responsibilities, improving professional capacity and service attitude. Consequently, processing time has been shortened, reducing inconvenience for citizens. Since the beginning of the year, the Center has received 4,115 applications, including 1,365 submitted online and 2,750 in person, and has resolved 4,059 cases, all on or ahead of schedule, with 56 still under processing. These figures demonstrate the tangible effectiveness of promoting the “Three dares” in public service.

The “Three dares” spirit has also been widely implemented by the Party Committee of Thanh Yên commune, reaching 100% of Party organizations and members. The commune’s Party Committee has issued plans, organized thematic meetings, and required each member to commit to specific actions, focusing on difficult, new, or unresolved issues at the grassroots level. As a result, many officials have proactively sought solutions to challenges, particularly in administrative procedures, land management, and new rural development. Experience shows that when officials dare to think, act, and take responsibility, tasks are handled more quickly and effectively. Public trust in the government is strengthened, and the relationship between authorities and citizens becomes closer.

Beyond the political system, the “Three dares” spirit is also driving economic development. According to Nguyễn Xuân Huy, Director of the Noong Luống Agricultural Service Cooperative in Thanh Yên commune, sustainable development requires bold innovation. He and the management board have actively reformed production methods and sought market-oriented approaches. Proactive partnerships with businesses have helped stabilize product consumption and raise members’ incomes to an average of VND 50-55 million per person per year.

As the “Three dares” spirit continues to spread, work efficiency improves significantly, and public confidence in authorities is reinforced. Citizens increasingly evaluate officials through their actions - through how quickly and effectively tasks are handled. With this foundation, it is believed that officials and Party members in Điện Biên will continue to embody the spirit of daring to think, act, and take responsibility, creating momentum for sustainable socio-economic development and building an ever-stronger political system to meet the demands of the new era.
