From loudspeakers to smartphones: Điện Biên pushes digital Party handbook provincewide

ĐBP - Over the past months, the Standing Board of the Điện Biên provincial Party Committee has directed all subordinate Party committees and organizations to effectively implement the “electronic Party member handbook.”

The application supports Party members in daily activities and training while providing timely access to official documents and materials issued by the Party and the State. This enables Party members to better access, utilize, and apply information when studying resolutions, attending cell meetings, and performing professional duties on the digital platform.

Following regulations from the Party Central Secretariat and plans issued by the Office of the Party Central Committee, the Standing Board of the provincial Party Committee released Plan No.251-KH/TU on October 1, 2025, outlining the deployment of the electronic handbook. The provincial Party Committee’s Organization Commission has worked with subordinate units to standardize Party member data and update national ID numbers on the Party member data management software 3.0. Meanwhile, the provincial Party Committee’s Commission for Information and Education and Mass Mobilization coordinated with relevant agencies to guide communication efforts on the application, generating initial positive results.

The Organization Commission also collaborated with departments and units to train officials responsible for Party building work on how to use the digital handbook. Guidance was provided to Party committee members on organizational procedures and tasks to be performed within the app. Administrator accounts were issued to 100% of Party committees directly under the province. These committees then created management accounts for all grassroots-level Party organizations and delegated access to cell secretaries to ensure proper implementation. Subordinate Party organizations have actively disseminated and enforced the application’s use, promoting responsibility and discipline during rollout. Party members have gradually adopted and effectively used the platform.

Nà Tấu commune has been a strong performer in promoting installation of the electronic handbook. The commune regularly broadcasts information on its purpose, benefits, and installation instructions via the loudspeaker system, helping Party members understand the app and fully support its implementation. As a result, most Party members have complied, actively installing the app and engaging in its functions, considering it a useful tool for Party activities and daily responsibilities in the digital era.

As of now, Nà Tấu commune has 809 out of 941 Party members using the electronic handbook; 132 members have not installed it (including 11 exempt from activities and 121 without smartphones or working away from home). All Party cells have guided members in installing the app, bringing the commune’s installation rate to 85.98%, reflecting significant collective effort.

According to Nguyễn Tiến Tuấn, Deputy Secretary of the Nà Tấu commune Party Committee, the electronic handbook provides basic information on each Party member and supports preparations for Party cell meetings from issuing notices and sending documents to tracking attendance. It also allows for easy access to Party resolutions, directives, and regulations, as well as participation in thematic training sessions. This helps improve the quality of Party activities, strengthen leadership capacity, and enhance the political vigor of Party organizations and members, contributing to national digital transformation goals.

Provincewide, 32,431 Party members - 71.08% of total membership - have installed the application on their phones or computers. A total of 16,093 members have not installed it, including 1,242 exempt from activities and 1,729 living in areas without internet access.

Despite these achievements, several challenges remain. In remote areas, unstable internet connectivity limits access to the app. Members also use a wide range of personal devices, and many older phones with low storage or outdated systems cannot run the application. A considerable number of Party members - 3,133 people - do not own smartphones. Most village-level Party cell secretaries lack computers and have limited digital skills, making it difficult to conduct meetings through the platform.
