Fostering information dissemination on Party congresses at all levels

ĐBP - At present, communication about Party congresses at all levels is being intensified, contributing to political, ideological, and action unity. Through a variety of communication methods, a lively atmosphere of emulation has been created to welcome the Party congresses.

In Điện Biên province, communication work is divided into three phases. The first phase (from the end of 2024 to the end of August 2025) focuses on communication about grassroots-level Party congresses and subordinate Party organizations. The second phase (September-October 2025) focuses on the 15th provincial Party Congress. The third phase focuses on communication at the highest level, the 14th National Party Congress.

Recognizing the importance of this task, the Department of Culture, Sports and Tourism has issued documents to implement and guide information dissemination and ceremonial activities for the 15th provincial Party Congress, while also strengthening communication about Party congresses at all levels for the 2025-2030 term. The Department has requested communes and wards to enhance state management in printing and publishing activities. Agencies and units across the province have been asked to choose communication methods appropriate to their functions, and to integrate communication into cultural, sports, and tourism activities. The Department has also maintained effective communication about Party congresses on its official website and digital platforms, and has managed visual communication systems in Điện Biên Phủ ward and Mường Thanh ward under the direction of the provincial People’s Committee.

To ensure consistency across the province, the Department of Culture, Sports and Tourism has directed agencies and localities to strengthen communication through mass media, radio, grassroots broadcasting, direct communication, and various visual information dissemination methods. This has fostered a vibrant atmosphere of emulation to welcome Party congresses at all levels, helping cadres, Party members, and citizens gain a deeper understanding of the significance and importance of Party congresses, as well as the goals for the next term.

So far, the province has organized 12 street information dissemination sessions; 21 loudspeaker broadcasting sessions at the provincial cinema; 20 film screenings in upland areas; and 8 film screenings serving political tasks. At the grassroots level, 17 mobile information dissemination sessions were held to celebrate Party congresses at all levels and the 14th National Party Congress, in communes such as Mường Ảng, Mường Phăng, Na Sang, Na Son, and Mường Thanh ward. In addition, nearly 70 banners, slogans, panels, and flags have been displayed to promote the Party congresses, including the 15th provincial Party Congress. Scripts have also been prepared for the Art Program to celebrate the opening and the success of the 15th provincial Party Congress.

In the coming period, the Department of Culture, Sports and Tourism will continue installing banners, slogans, posters, and large panels along major streets. The provincial Center for Culture and Cinema, the provincial Ethnic Art Troupe, and the provincial Library will also organize cultural and artistic activities to promote Party congresses, leading up to the 14th National Party Congress. These include musical performances, direct communication, mobile information dissemination vehicles, photo exhibitions, film screenings, mobile libraries, and traveling book displays, especially at the grassroots level.

With comprehensive and active involvement, using diverse and rich forms, communication about Party congresses for the 2025-2030 term, heading toward the 14th National Party Congress, has created a widespread and enthusiastic atmosphere, contributing to a broad political movement throughout the Party, the army, and the people.
