The documentary film “The Imprint of Điện Biên’s Courage and Aspiration,” screened at the 15th Provincial Party Congress, served as a profound summary of the 2020 - 2025 term’s powerful transformation. Now, a new page of history is being written with political courage, an aspiration for development, and the strength of national unity.

In his speech at the Congress, Comrade Nguyễn Xuân Thắng, Member of the Politburo, Director of the Hồ Chí Minh National Academy of Politics, and Chairman of the Central Theoretical Council, also affirmed the important role of the 15th Congress of the Điện Biên provincial Party Committee. He acknowledged the outstanding achievements of the past term and praised the orientation for breakthrough, comprehensive development for the 2025 - 2030 period, which aims to build Điện Biên into a green, smart, and sustainable province. The goal is for it to become a fairly developed province in the northern mountainous region and a center for tourism, the green economy, and innovation in the Northwest. At the same time, Comrade Nguyễn Xuân Thắng’s speech emphasized the need to promote the heroic tradition, strengthen unity, enhance leadership capacity, seize opportunities, and overcome challenges to realize the aspiration for development in the new era.

With a projected population of over 716,000 people by 2030, Điện Biên is undergoing a significant transformation, restructuring its economy towards green growth and sustainable development based on three pillars: sustainable agriculture and forestry, high-quality tourism, and the development of the digital economy.

According to the Political Report presented at the 15th provincial Party Congress, Điện Biên strives to achieve a GRDP per capita of VND 115 million by 2030, an economic growth rate of 10 - 11% per year, and an increase in the agricultural sector’s added value of 16.7% compared to 2025. Notably, the digital economy’s share is targeted to reach 20% of GRDP. This goal demonstrates the high determination of the Provincial Party Committee in innovation and digital transformation. The province also aims to welcome 2.65 million tourists per year by 2030, including 600,000 international visitors, with total tourism revenue reaching VND 5,000 billion, contributing over 10% to GRDP. Historical-cultural, community-based, and eco-tourism zones are set to be developed as key areas, linked with high-standard infrastructure and services.

In an atmosphere of joy, as officials, party members, and the people of all ethnic groups in the province look towards the Provincial Party Congress, faith in the province’s development is multiplied by the key projects taking shape for the future: the Sơn La - Điện Biên - Tây Trang Border Gate Expressway, the A Pa Chải Border Gate Economic Zone, the Center for Innovation and Application of Science and Technology, the Điện Biên Branch of Thái Nguyên University, along with modern urban areas, tourist resorts, and agricultural processing facilities.

The determination to develop Điện Biên is also reflected in a modern governance mindset aimed at building a government of integrity that serves the people. The Provincial Party Committee has clearly identified that innovating leadership methods, building a streamlined apparatus, and developing officials with sufficient quality, capacity, who “dare to think, dare to act, and dare to take responsibility” is a strategic breakthrough for the next term. The government places the people at the center and as the goal of development, promoting human resources, especially the younger generation, ethnic minority communities, and the intelligentsia, to forge an innovative, sustainably developing, and deeply integrated Điện Biên.

In the new development stage, the spirit of Điện Biên Phủ, courage, wisdom, unity, remains the guiding torch for the province’s journey. From a strategic location that still faces many infrastructural and economic difficulties, Điện Biên is gradually rising to affirm its position, maintaining political security and border sovereignty while expanding cooperative relations with the northern provinces of Laos and Yunnan (China).

More than just an important provincial event, the policies set forth at the 15th provincial Party Congress express the aspiration to build Điện Biên into a green, smart, and livable province, rich with a unique cultural identity and full of promise in the nation’s new era of advancement.
