Notably, content and operational methods have seen many innovations; the work of caring for and protecting the rights and interests of union members and workers has been implemented in a timely manner; information dissemination work has been deployed deeply and widely; and membership development and patriotic emulation movements have been promoted. These results have contributed significantly to the successful implementation of the province’s socio-economic development goals and the building of a strong workforce and Trade Union organization.
One of the prominent highlights in the provincial Trade Union’s activities in the past term is the clear shift in content and operational methods towards practicality and efficiency, sticking close to the legitimate needs and aspirations of union members and workers. Trade union levels focused on performing well the representation and protection of legal and legitimate rights and interests for union members and workers through participating in giving opinions to build and perfect legal documents directly related to workers’ rights. Negotiation and signing of collective labor agreements in enterprises, especially non-state enterprises, were focused on, with 80% of grassroots level trade unions in enterprises signing and implementing collective labor agreements. Inspection and supervision participation was strengthened, focusing on policy implementation regarding wages, social insurance, labor contracts, occupational incentives, and labor safety. Through that, timely recommendations were made to functional agencies to handle violations and resolve obstacles, contributing to building harmonious, stable, and progressive labor relations in enterprises.
Promoting the Trade Union’s role in caring for the material and spiritual life of union members, provincial trade union levels deployed many practical programs and activities to support members with difficult circumstances. Programs such as “Reunion Tết,” “Trade Union Tet Market,” “Workers’ Month,” and “Trade Union Shelter” organized annually have brought clear efficiency, encouraging and sharing to help workers overcome difficulties. In the 2024 - 2025 period, over 40,000 turns of union members and workers were cared for during the Lunar New Year with a total amount of over VND 20 billion; over 700 workers were given gifts during “Workers’ Month”; and 28 union members were supported to build “Trade Union Shelters” to stabilize their lives.
Besides, information dissemination and education work among workers, officials, and laborers saw innovations in content and form, suitable for grassroots level reality, sticking close to the Trade Union’s requirements and associated with activities welcoming political events of the country and the province. Trade union levels promoted information dissemination via websites, fanpages, Zalo groups, and Facebook, helping information reach union members and workers faster; regularly grasping thoughts and aspirations, timely answering obstacles, and orienting public opinion among members, especially direct production workers.
Another highlight is that membership development, establishment of grassroots level trade unions, and the quality of trade union activities were paid attention to, increasingly going into depth and suiting the actual situation. As a result, during the term, 13 grassroots level trade unions were established, and over 1,440 members were admitted. Implementing the arrangement of the political system’s apparatus to be streamlined, effective, and efficient, the provincial Labor Confederation built a Project and implemented the merger of committees and offices according to the direction of the provincial Party Committee and the Vietnam General Confederation of Labor, ensuring regulations. The provincial Labor Confederation decided to establish 3 affiliated commune and ward trade unions to manage grassroots level trade unions in the area. The work of building strong grassroots level trade unions saw many changes; annually, 100% of immediate upper-level trade unions, over 85% of administrative and non-business grassroots level trade unions, and 55% of non-state enterprise grassroots level trade unions were classified as strong. Patriotic emulation movements launched by the trade union attracted a large number of officials, members, and workers to participate, contributing to the successful implementation of the Trade Union’s goals and tasks and local socio-economic development.
Promoting achieved results and sticking close to the goals and tasks of the Resolution of the 15th provincial Party Congress and the Resolution of the 14th Congress of the Vietnam Trade Union, for the 2025 - 2030 term, the provincial Labor Confederation sets the goal of focusing on strongly innovating trade union organization and activities. This includes improving the efficiency of performing the function of representing, caring for, and protecting the legal and legitimate rights and interests of union members and workers; building a comprehensive, streamlined, effective, and efficient strong trade union organization, meeting the requirements of the period of industrialization, modernization, and international integration. The provincial Labor Confederation identified 3 breakthrough stages in the coming term: Promoting innovation and strong application of digital transformation in trade union activities, especially in information dissemination, gathering, and serving union members and workers; Investing resources to create a breakthrough in membership development and establishing grassroots level trade unions in non-state enterprises and the informal labor sector, paying attention to training, fostering, and improving the quality of grassroots level trade union officials; and Promoting dialogue and collective bargaining, focusing on wages, bonuses, working time, rest time, improving working conditions, and occupational safety and hygiene.
To strive to complete the above goals, the provincial Labor Confederation directs the effective implementation of key tasks and solutions. These include focusing on performing well the function of representing and protecting the legal and legitimate rights and interests of union members and workers, and proactively building harmonious, stable, and progressive labor relations in enterprises. Organizing activities to support and care for practical benefits for union members. Innovating and improving the quality and efficiency of information dissemination and mobilization work; focusing on membership development and establishing grassroots level trade unions. Promoting training, fostering, and building a team of trade union officials with sufficient capacity and qualifications to meet task requirements, building a strong Trade Union organization, and participating in building a clean and strong Party and government. Continuing to improve the efficiency of emulation movements contributing to the successful implementation of the province’s socio-economic development goals; and innovating leadership and direction of trade union activities to adapt to the new context.
