In Mường Ảng commune, whenever there is a big or small issue related to cultivation or animal husbandry, people immediately think of Mr. Tòng Văn Hoàn, an agricultural extension officer and a party member from Na Luông village. Not only is he knowledgeable about production techniques, but Mr. Hoàn is also always willing to share his experience, supporting villagers from soil preparation and seed selection to preventing and treating diseases in crops and livestock.

Mr. Hoàn shared: “I am a party member and a technical official. If I don’t roll up my sleeves and work alongside the people, who will listen? Many days, after work, I stop by the residential area to see if anyone needs help; some nights I don’t get home until late. But seeing the people feel secure in their production makes me happy.”

With his exemplary responsibility, Mr. Hoàn actively develops his household economy, combining livestock breeding with fruit tree cultivation using bio-safety methods. On his nearly 1-hectare garden, he has sections for growing king grass, raising breeding cows, and raising pigs and local chickens. Manure is processed into fertilizer for rice and vegetables, which both saves costs and effectively improves the soil. After expenses, his annual income is nearly VND 200 million.

Actively leading by example in all words and deeds and promoting the pioneering role of a party member, for many years, Mr. Sùng A Ly, Secretary of the Huổi Lúm village Party Cell in Mường Nhé commune, has always been loved and trusted by the local villagers.

Nearly 15 years ago, in some villages in the Mường Nhé border area, propaganda from hostile forces emerged, sowing division among the national unity bloc and seriously affecting security and order. Many people, due to naivety, listened to the bad elements, abandoned their fields, and gathered in large groups, making the situation even more complicated.

However, in Huổi Lúm village, the people’s lives remained stable, and political security was maintained. This result was thanks to the perseverance and dedication of the party cell and exemplary party members who, regardless of the difficulty, went to every house to communicate and mobilize so that the people would understand and correctly implement the Party’s guidelines and the State’s policies and laws. Among them, party member Sùng A Ly is a prime example.

Recalling those past days, Mr. Ly recounted: “In 2011, some bad elements gathered in Huổi Khon demanding the establishment of a ‘separate state.’ At that time, the people of Huổi Lúm were very worried. I promised the people that as long as they stayed in the village, I would help them grow two wet rice crops a year and would not let anyone go hungry.”

True to his word, back then, Mr. Ly and his 5 brothers boldly pooled their money to buy a tilling machine worth VND 24 million, a very large sum at the time. This bold decision helped the villagers change their farming methods, expand their cultivation area, and increase their wet rice yield. Now, every house in the village has enough rice to eat year-round; hunger and poverty have receded, making way for a prosperous and peaceful life.

“As a party member and also the head of the Huổi Lúm party cell, I must act in a way that makes the people trust. No matter the difficulties or challenges, as long as the people trust the Party, don’t listen to bad elements, and stay to work and stabilize their lives, only then can I have peace of mind. Thanks to this, even when the incident in Huổi Khon was at its most complicated, Huổi Lúm remained peaceful. The people were secure in their work, and no one left the village,” Mr. Ly confided.

Mr. Tạ Văn Sơn, Secretary of the Mường Nhé commune Party Committee, said that in recent years, the contingent of grassroots party members, especially in highland villages, has clearly shown its pioneering and exemplary role in all aspects of life. Every deed and action they take contributes significantly to strengthening the party organization, building the great unity bloc, and promoting local socio-economic development.

With nearly 50,000 party members in the entire provincial Party Committee, in recent times, many party members have continuously studied, set an example, and voluntarily taken the lead in all areas. Many good models and creative methods in economic development, poverty reduction, and building the party and political system have been advised on by party members or successfully applied and then replicated. Typical examples include the model of party members helping poor households and the model of excellent residential party cell secretaries. Through their pioneering and exemplary words and actions, many party members have been praised and recognized by local party committees and authorities.

Practice has shown that in many hamlets and villages, wherever officials and party members are truly exemplary, close to the people, and match their words with deeds, that place maintains stability, unity, and achieves development.

Implementing the two-level local government model will have certain obstacles that demand capacity and responsibility from officials and party members in every position. In the process of arranging and streamlining the apparatus, the requirements are to reduce intermediary levels, downsize staff, and improve the quality of the grassroots cadre, especially their practical capacity, political courage, and spirit of dedication for the common good. The exemplary role of officials and party members must be demonstrated through specific work efficiency, with the measure being the people’s hearts, whether the people trust, listen, and follow.
