Ensuring security and safety at the commune-level congresses

ĐBP - With a spirit of proactiveness and high responsibility, the commune and ward police forces across Điện Biên province have synchronously implemented measures to ensure public security and order as well as traffic safety, thereby making an important contribution to the successful, safe, and well-organized commune-level Party congresses.

The Party Congress of Mường Chà Commune was a significant political event, marking a turning point in the locality’s development journey toward building a prosperous and civilized commune, preserving cultural identity, and consolidating a firm defense and security posture. Its success was not only the result of thorough preparation by the Party Committee, local authorities, and the consensus of the people, but also the dedicated contributions of the commune police force, the reliable shield in safeguarding public order and security.

Major Lèng Văn Tuân, Chief of the Mường Chà commune Police, shared that the commune police had proactively developed detailed plans, deployed professional measures in a synchronized manner, closely followed key tasks, and promptly handled emerging situations. According to him, the commune police force always upheld a strong sense of responsibility, fulfilling both regular and unexpected missions excellently and ensuring absolute safety for the congress.

The Mường Chà commune Police also actively advised the commune Party Committee and People’s Committee to direct local agencies and mass organizations to strengthen communication and encourage the people to strictly observe the law. The unit closely coordinated with the commune Military Command and grassroots security forces to monitor the situation, prevent and promptly suppress potential risks to public order and security. Patrols and inspections were organized on key roads, while the force remained ready to respond to any incidents and protect leaders and delegates attending the congress.

The Mường Nhà Commune Police in coordination with the Border Guard and militia force ensure public security and order during the first commune-level Party Congress.

Mr. Poòng Văn Hoàng, a member of the Na Khuyết village security team, said that the commune-level Party Congress was an important political event, so together with the commune police, his team regularly patrolled and monitored the situation in the village, ensuring timely reporting and handling of incidents without allowing any hotspots to arise.

In Mường Nhà commune, throughout the duration of the Party Congress, the commune police maintained full combat readiness, deployed forces for constant patrols, especially in key areas and crowded places. They worked with the militia and volunteer youth to protect important venues and strictly control entry and exit areas, ensuring that no disturbances to security and order occurred.

At the same time, the Mường Nhà commune Police maintained close contact with grassroots organizations, village elders, and heads of hamlets to promote awareness, understand the thoughts and aspirations of the people, and promptly address concerns. Many self-management security models at the village and hamlet level continued to prove effective, acting as an “extended arm” to support the commune police. With proactiveness and determination, the Mường Nhà commune Police excellently fulfilled their duties, ensuring absolute safety for the first commune-level Party Congress of the 2025-2030 term. This success affirmed the political will, unity, and fighting strength of the officers and soldiers, while also reflecting the maturity, discipline, and capability of the commune police force in the new context.

As of now, all 45 communes and wards across the province have successfully held their Party congresses. To ensure public order and absolute safety for the congresses and the related events before, during, and after, the commune and ward police forces advised the Party Committees and local authorities to strengthen leadership and direction, mobilized the combined strength of the entire political system, and promoted communication to raise public awareness of law compliance and participation in the “All people protect national security” movement.

During the congresses, the commune and ward police forces maximized manpower and equipment, maintained full combat readiness, and conducted patrols, especially on key roads, crowded areas, and congress venues. Task forces were established to stay close to the grassroots, promptly detect and handle incidents to prevent any impact on security. Police forces were also deployed at traffic checkpoints to regulate flows and ensure safety and smooth traffic throughout the congresses.

The determined efforts and strong sense of responsibility demonstrated by the police forces in all 45 communes and wards of the province significantly contributed to the overall success of the Party congresses at all levels. This outcome reflected not only the proactive spirit of the grassroots police but also the collective strength of the political system and the people in the cause of building and safeguarding the Fatherland.
