Enhancing the leadership role of the Party Committee of the Vietnam Fatherland Front of Điện Biên province

ĐBP - In the context of the entire Party, people, and army striving to fulfill the goals set by the 13th National Party Congress, the Party Committee of the Vietnam Fatherland Front (VFF) in Điện Biên province, established through the merger of 10 grassroots party cells with 192 members, has increasingly affirmed its role as a political core and center for uniting ethnic communities across the province. This Party Committee contributes meaningfully to sustainable development, safeguarding national sovereignty, and improving people’s livelihoods.

Under the comprehensive leadership of the provincial Party Committee, particularly the provincial Party Committee’s Standing Board and Executive Board, and in close coordination with various departments, agencies, and mass organizations, the 2020-2025 term of the provincial VFF Party Committee has achieved significant milestones. Activities have been implemented comprehensively, with clear priorities, grassroots orientation, and a strong focus on the people, members, and community. Propaganda, public mobilization, and the promotion of democracy, cornerstones of the Front’s mission, have undergone dynamic and effective renewal.

The provincial VFF and its member organizations have initiated 132 self-managed models in nearly 1,300 residential areas. Organizations such as the Farmers’ Union, Women’s Union, Youth Union, and Lawyers’ Association have proactively mobilized members to raise legal awareness, protect the environment, preserve cultural identity, and improve household economies. The Provincial Youth Union held nearly 470 awareness campaigns; the Lawyers’ Association distributed more than 240,000 legal leaflets; and the Literature and Arts Association published 39 magazine issues and organized 7 creative contests aligned with key political tasks.

The Party Committee has also strengthened its supervision and social feedback work. More than 790 independent supervision sessions and 1,560 collaborative thematic inspections have been conducted, along with 75 social feedback sessions, contributing to timely policy adjustments and resolving grassroots-level issues. The Front and socio-political organizations at all levels have received over 980 petitions and met with nearly 2,700 citizens, reflecting a spirit of listening, empathy, and problem-solving from the roots. They also play a vital role in grassroots mediation and legal assistance.

The campaign “All People Unite to Build New Rural Areas and Civilized Cities” has been a hallmark, closely tied to national target programs. Over 165,000 square meters of land were donated, nearly 50,000 workdays contributed, and billions of VND mobilized for public projects. More than 5,000 Great Solidarity houses were built, over 6,300 scholarships and nearly 28,000 Tet gifts were distributed, nurturing trust and unity within communities.

A key factor behind these successes has been Party building. The provincial VFF Party Committee seriously implemented Central Resolution No.4 (12th and 13th tenures), Conclusion No.21-KL/TW dated October 25, 2021, on Party building and rectification, and Conclusion No.01-KL/TW on learning and following Hồ Chí Minh’s ideology, morality, and lifestyle. The Party Committee has consistently improved the quality of grassroots meetings, strengthened inspection and discipline, and promoted unity and exemplary conduct. Special attention has been given to the planning and training of young, female, and ethnic minority cadres.

With the motto “Solidarity - Democracy - Discipline - Innovation,” the upcoming 1st Congress of the VFF Party Committee of Điện Biên province for the 2025-2030 term marks a pivotal moment, underscoring a strong political commitment to building a robust Party organization and enhancing the operational effectiveness of the Front system.

To meet new demands, the following key measures must be implemented: Build a clean, strong Party organization with high leadership capacity and combat strength. Continue effectively implementing Resolutions of the 12th and 13th Central Committees and relevant conclusions on Party building and rectification; improve Party member quality; and prioritize the development of young, female, and ethnic minority cadres; strengthen the VFF’s role as the core of great national unity, and improve the effectiveness of public communication and mobilization. Renew operational methods toward greater proximity to the people, attentively reflecting their voices; expand patriotic emulation movements and campaigns linked to socio-economic development, environmental protection, and cultural preservation; promote digital transformation and IT applications in management and operations to better serve members and the public, while reforming administrative processes across the Front system; and rigorously implement Party and State resolutions on streamlining the organizational structure of the VFF, mass organizations, and public associations tasked by the Party and State.

The road ahead remains challenging, especially in terms of promptly consolidating the organizational structure of the VFF and related entities, and preparing for the 100th anniversary of the Communist Party of Vietnam (1930-2030). Yet with strong political will, the support of the people of Điện Biên, and the steadfast leadership of the Communist Party, the VFF Party Committee of Điện Biên province is confident in its continued role as the unifying core of the nation, fulfilling all assigned tasks, and contributing to a prosperous, sustainable, and culturally rich Điện Biên.
