Enhancing capacity of commune-level officials

ĐBP - The transition to a two-tier local government model in Điện Biên province has placed heavy new responsibilities on commune-level staff, requiring them to master specialized regulations in transport, construction, and land management on the fly.

This challenge is compounded by a significant legacy issue from the recent commune mergers: a massive backlog of 298 bundles of physical documents that have yet to be digitized.

Currently stored across three separate former headquarters with limited facilities and aging equipment, these records represent a logistical bottleneck that the local administration is working hard to overcome.

To bridge the gap between academic knowledge and practical necessity, Quài Tở has adopted a multi-pronged strategy centered on continuous learning and provincial support. The commune actively sends staff to professional workshops and IT training sessions while specifically requesting “hand-holding” assistance from provincial experts to solve immediate, complex tasks. Beyond formal training, there is a strong internal push for self-improvement, with officials encouraged to sharpen their digital skills and explore the use of artificial intelligence to streamline their daily workflows.

These efforts are already showing tangible results, as the organizational structure in Quài Tở and across the province has stabilized following the administrative mergers. The Public Administrative Service Center is now operating smoothly, with 100% of agencies utilizing document management software and digital signatures to process dossiers for citizens and businesses. This shift toward a more disciplined and digitally-driven administration is being reinforced at the provincial level through the “Digital Literacy Campaign” movement, which aims to ensure that every grassroots official is equipped for the new era of governance.

The scale of this educational push is significant, with Điện Biên province providing training to over 20,083 individuals in the past year alone. This includes nearly 3,800 civil servants, many of whom focused on digital skills and innovation. Looking toward 2026, the province plans to further this momentum by training an additional 19,271 officials, specifically tailoring the curriculum to the practical demands of decentralized tasks. By standardizing and elevating the quality of its commune-level workforce, Điện Biên is ensuring that its new government model doesn’t just function, but truly serves the people with modern efficiency.
