The Public Administrative Service Center is now operating smoothly, with 100% of agencies utilizing document management software and digital signatures to process dossiers for citizens and businesses. This shift toward a more disciplined and digitally-driven administration is being reinforced at the provincial level through the “Digital Literacy Campaign” movement, which aims to ensure that every grassroots official is equipped for the new era of governance.
The scale of this educational push is significant, with Điện Biên province providing training to over 20,083 individuals in the past year alone. This includes nearly 3,800 civil servants, many of whom focused on digital skills and innovation. Looking toward 2026, the province plans to further this momentum by training an additional 19,271 officials, specifically tailoring the curriculum to the practical demands of decentralized tasks.
