On the historic land of Điện Biên, the patriotic emulation movement has become a driving force, powering socio-economic transformation, safeguarding national defense and security, and strengthening a clean, resilient political system with a focus on building a service-oriented administration, all toward the goal of rapid and sustainable development.

Looking back on the 2021-2025 period, Điện Biên has achieved remarkable results. In 2024 in particular, the province marked a series of historic milestones: the 70th anniversary of the Điện Biên Phủ Victory, the 115th anniversary of the province’s founding, and the 75th anniversary of the provincial Party Committee. To mark the occasion, the provincial People’s Committee launched a special emulation campaign under the theme: “Self-reliance, democracy, discipline, solidarity, creativity, striving to build a fast and sustainable Điện Biên”. This was not merely a call to action but a concrete, results-oriented plan.

Throughout 2024, hundreds of major activities were rolled out with the unified participation of the entire political system: mobile propaganda campaigns, exhibitions, historical film weeks, reading festivals, candle-lighting tributes, rural bridge building, and gift-giving for contributors to the revolution. The total value of youth-led projects alone reached VND 30 billion. The commemoration of the 70th Điện Biên Phủ victory, together with National Tourism Year - Điện Biên 2024, gave the province an unprecedented boost: 1.85 million visitors stayed overnight, generating VND 3,321 billion in tourism revenue, far exceeding expectations. For the first time, Điện Biên emerged as a spotlight destination of the Northwest, showcasing a fresh, dynamic image brimming with ambition.

The emulation campaigns did not stop at commemorative events, they translated into tangible, wide-ranging results. The provincial GRDP in 2025 is projected at VND 17,970 billion, with an average annual growth rate of 8.76%, surpassing targets set at the 14th provincial Party Congress. From 2021-2025, Điện Biên welcomed 5.45 million visitors, generating more than VND 9,400 billion in revenue. Poverty has dropped to 17.66%, down by an average of 3.97% per year. Education and healthcare advanced steadily, with over 80% of schools meeting national standards, 98% of residents covered by health insurance, and the population reaching over 660,000. Investment attraction has been robust: 212 registered projects totaling more than VND 50,730 billion, with the number of enterprises up nearly 30% and cooperatives increasing 1.57 times. The province’s PAR Index, PCI, and PAPI indicators have consistently improved, creating a more open investment and business environment.

At the grassroots level, campaigns such as “All people united to build new-style rural areas and civilized cities” and “For the poor, leaving no one behind” have gained strong momentum. More than 14,000 great unity houses were supported. The Fatherland Front and mass organizations launched creative, effective initiatives, with over 3,500 households recognized as excellent producers and entrepreneurs, 28 of them at the national level. Every political and social organization tied its own emulation programs closely to real-life needs.

In practice, emulation has proven to be a practical means of discovering and spreading exemplary models that drive progress. Building a service-oriented government is now an imperative in the reform process, enhancing state management efficiency and strengthening public trust. With high political determination and synchronized action, Điện Biên is carrying patriotic emulation hand in hand with core political tasks for the 2026-2030 period, step by step realizing its goal of an accountable, disciplined, transparent, and modern administration that better meets the demands of development and integration.
