Recognizing that dissemination contributes to unity in thought, awareness, and action within the Party and creates social consensus, the Party Committee of the provincial People’s Committee has directed an increase in dissemination for the Party congresses at all levels, the 2025-2030 term for the Party Committee of the Provincial People’s Committee, and the 15th provincial Party Congress leading up to the 14th National Party Congress. The focus of the dissemination is on issues such as: Marxism-Leninism, Hồ Chí Minh’s thoughts, the new faith and momentum; the country’s achievements, potentials, position, and international reputation after 40 years of reform; opportunities, challenges, and the historical responsibility of the Party to lead the country into the new era; the enthusiastic atmosphere and trust in the congress; combating misinformation, distortion, and subversive actions against the Party and the State.

Regarding the Party congresses for the 2025-2030 term, the dissemination focuses on the significance, importance, objectives, tasks, the local context where the congress is held, the draft documents presented at each level, and the process of discussing and contributing opinions to these documents. For the 15th provincial Party Congress, the dissemination focuses on the results of implementing the 14th provincial Party Congress Resolution, difficulties, shortcomings, reasons, lessons learned, patriotic emulation movements welcoming the congress, and exemplary individuals and collectives in various fields of social life, especially in studying and following Hồ Chí Minh’s thoughts, ethics, and style.

Nguyễn Văn Đoạt, Deputy Secretary of the Party Committee of the provincial People’s Committee emphasized: In order for the dissemination work to be effective, the Party Committee of the Provincial People’s Committee has directed its subordinate Party committees to carry out the work in various and lively forms that fit the actual situation. This includes focusing on media outlets, the provincial portal, the websites of departments, agencies, and social media. Alongside this, efforts have been made to promote oral dissemination by organizing Party committee meetings, briefings, and gatherings of political-social organizations to disseminate and reinforce information about the Party congresses at all levels. The Party committees also intensify visual dissemination through billboards, posters, banners, electronic boards, and LED screens at offices and units; organizing cultural, artistic, and sporting activities to celebrate the Party congresses; raising the national flag, Party flag, pennants, and displaying dissemination posters; organizing exhibitions about past congresses of their Party committees; launching patriotic emulation movements, and marking works to celebrate the congresses and recognizing exemplary individuals and collectives.

To enhance dissemination about the Party congresses at all levels, the Party Committee of the Department of Culture, Sports, and Tourism has directed an increase in dissemination through billboards, posters, slogans, banners, pennants, mobile dissemination vehicles, and loudspeaker systems at the Cinema Theater. The department has also organized mobile film screenings for local areas, published articles on its website and social media. The department has also directed its subunits to produce reports on the results of implementing the Resolution of the Department’s Party Congress for the 2020-2025 term and organized an exhibition titled “The Party Committee of the Department of Culture, Sports, and Tourism of Điện Biên province - Outstanding Achievements,” displaying nearly 100 photos. Additionally, the department has organized activities such as introducing publications, materials, films, and mobile libraries related to the Party congresses at all levels; organizing book displays and cultural exchange performances to welcome the congresses.
