The congresses at all levels, heading toward the 14th National Party Congress, represent a broad political activity and a historic milestone in the development of both the province and the nation, “ushering in a new era, the era of national advancement.” They take place at a time when the country is undertaking a comprehensive and synchronized reform to streamline the organizational structure and enhance the effectiveness and efficiency of the political system.

Recognizing the extraordinary significance of these events, the provincial Police Department have proactively drawn up plans and deployed professional measures to crack down on crime and safeguard security and order across the entire province. Demonstrating high determination, on July 30, the Provincial Police Department launched an intensive campaign to suppress crime and secure activities marking the 80th anniversary of the August Revolution, National Day on September 2, and the Party congresses at all levels for the 2025-2030 term.

With comprehensive leadership and direction from the Party Central Committee of Public Security, the Ministry of Public Security, the provincial Party Committee, and the provincial People’s Committee, the provincial Police Department issued detailed plans and directives to all officers and soldiers, emphasizing the importance of safeguarding the congresses. Responsibilities were clearly assigned to each unit under the principle of “five clarities”: clear people, clear tasks, clear responsibilities, clear deadlines, and clear outcomes. Targets, areas, sectors, and subjects requiring focused measures were identified. The entire political system was mobilized to participate in ensuring security, while the support and cooperation of the people were sought.

The Provincial Police Department also strengthened state management of security and order, consistently monitoring localities, managing residency and individuals, and overseeing industries and businesses subject to security regulations. Efforts were reinforced to control weapons, explosives, and supporting tools, as well as to implement fire and explosion prevention measures in key areas.

Police units and localities actively assessed and forecast potential hostile schemes to sabotage the congresses or exploit them to oppose the Party, State, or authorities at all levels. Measures were taken to safeguard internal political security and protect state secrets, while hostile and distorted viewpoints were countered and refuted.

The provincial Police Department advised Party committees and local authorities, while coordinating with mass organizations to build a solid people’s security posture aligned with the all-people defense posture. Attention was given to renewing approaches to protecting political security, cultural and ideological stability, the economy, society, and cybersecurity, while effectively addressing non-traditional security threats.

Major Lèng Văn Tuân, Chief of the Mường Chà commune Police, stated: “To ensure the security of the 1st Congress of the Mường Chà commune Party Committee for the 2025-2030 term, the Commune Police actively advised local authorities to develop plans to safeguard political security and maintain social order before, during, and after the congress. The focus was on monitoring and resolving complex security issues, strengthening state management of security, and cracking down on crime. The police also proactively protected key facilities, critical projects, and delegates attending the congress, contributing significantly to its success and moving toward the 15th Provincial Party Congress of Điện Biên.”

By August 22, 2025, all 49 Party congresses at the level directly above grassroots organizations had been completed. According to assessments, the security measures for the congresses were implemented comprehensively and effectively, with no unexpected incidents. The police, military, and relevant agencies worked in close coordination, closely monitoring local conditions and promptly addressing emerging issues. As a result, the congresses were held safely, in accordance with regulations, and became significant political events that strengthened the confidence of Party members and the public in the Party’s leadership.

The results of security and order efforts during the Party congresses for the 2025-2030 term have laid an important foundation, reinforcing public trust and paving the way for the successful organization of the 15th Điện Biên provincial Party Congress.
